In recent years, with the rapid development of new transportation formats such as online booking taxi, car time-sharing rental and Internet bicycle rental, the travel experience of passengers has been improved. However, there are also some problems, such as the weak sense of responsibility of operation enterprises, the failure to implement the requirements of user's fund management, which damage the legitimate rights and interests of users.
The "administrative measures" requires that in principle, the operating enterprise does not charge the user's deposit, and if it is necessary to do so, it shall provide the user with two ways of deposit management: the special deposit account of the operating enterprise and the personal bank settlement account of the user, for the user to choose. The "management measures" specifies the collection limits of user's deposit and prepayment funds, and proposes that the user's deposit shall be owned by the user and the operating enterprise shall not misappropriate it.
The "management measures" will come into effect on June 1, with a six-month transitional period for the stock of user funds to be included in the management. The user funds collected by the operating enterprises before the promulgation of the administrative measures shall be deposited in accordance with these measures before November 30.
