Why do we need to carry out the pilot of invalid ID card information verification?

The people's Bank of China said that in recent years, in response to the problem of illegal elements using a large number of other people's resident identity cards, forgery and alteration of non resident identity cards, opening bank accounts under false names and transferring illegal funds, on the basis of the existing online verification of resident identity card information, further expand the scope of verification information, organize and carry out invalid resident identity card information, and Hong Kong and Macao residents to and from the mainland Pilot work on information verification of pass, pass for Taiwan residents to and from the mainland, and permanent resident identity card of foreigners (collectively referred to as non resident identity card).

What is' invalid ID card information '?

According to the notice issued by the central bank, the invalid ID card here refers to the ID card lost, reported lost, expired or otherwise invalid.

Specifically, if the bank checks that the individual has declared the lost resident identity card to the public security organ, the online verification system will feed back "the certificate has been reported as lost"; if the individual has changed the new card to the public security organ due to name change, certificate damage, registration item error, expiration of validity and other reasons, and the certificate verified by the bank is still the old one, the online verification system will feed back "the certificate has expired".

First, the relevant information will be checked when the customer handles the business such as account opening

According to the notice, at present, the verification is still in the pilot stage: it will be carried out at the time of opening, changing and canceling the bank settlement accounts of units and individuals handled by customers first, and it is not necessary to check the invalid resident identity card information and non resident identity card information when handling other businesses. In the future, the central bank will promote identity information verification in other banking businesses according to the pilot situation.

Banks cannot refuse to handle business for customers only on the basis of verification results

Banks cannot refuse to handle business for customers only on the basis of the results of online verification. They should make a comprehensive judgment based on the actual situation and decide whether to take further verification measures and whether to continue to handle relevant business for customers.

According to the regulations, when the online verification system feeds back that the resident ID card has expired, lost or non resident ID card information is inconsistent, if the bank can accurately judge or confirm that the resident ID card presented by the customer is invalid or the lost or non resident ID card is false after verification, it shall refuse to handle relevant business for the customer; among them, for the customer, it is false If a bank fraudulently opens an account or transacts other business with a false identity certificate or other person's certificate, it shall also report the case to the public security organ.

In general, holding old ID card will be refused to do business

The relevant person in charge of the people's Bank of China pointed out that in general, if an individual carries an old resident identity card to handle banking business, the bank will refuse to handle the business. This is because most of the bank accounts used to transfer illegal funds in various kinds of illegal criminal activities are opened by the illegal elements under the false name of the resident identity card that has been reported as lost or expired.

These illegal elements purchase other people's ID cards through various channels, then recruit personnel, select people with similar appearance to the photos of the ID cards, open bank accounts (cards) in the bank outlets under the false name, and resell them to others at a high price. These accounts are often used in illegal and criminal activities such as telecommunication network fraud transfer, money laundering and so on, which cause huge losses to people's property.

If an individual needs to handle his / her personal bank account business with his / her old resident ID card in case of emergency such as medical treatment, the bank can continue to handle the business if it is verified that the relevant individual is indeed the holder of the resident ID card, and he / she goes to the bank outlet to handle the business, and the name and citizen ID number recorded in the resident ID card are consistent with the information in the online verification system, and the certificate is true and still within the validity period Manage business, but need individual to come to the bank to show new valid resident ID card again within one month. If the individual fails to re present the account on time, the bank will suspend the non counter business of the relevant account.

If you have any objection to the verification result, you can apply for verification

The branches and verification banks of the people's Bank of China will feed back the customer objection information to the head office of the people's Bank of China through the online verification system. The head office of the people's Bank of China regularly feeds back the customer's objection information to the Ministry of public security, and the Ministry of public security and the local public security organs further verify and confirm it before handling.
