In 2013, the new traffic rules increased the illegal cost, and the score items increased from 38 to 52. If you run a red light, the score of traffic violation will be increased from 3 points to 6 points. If you do not register or block the number plate, you will be deducted 12 points.

On October 8, the Ministry of Public Security issued the latest revised regulations on the application and use of motor vehicle driver's license, which strictly regulated the management of drivers. The latest traffic laws and regulations are more strict. The traffic illegal score will be increased from 3 points to 6 points, and 12 points will be deducted if the number plate is not registered or blocked.

The latest traffic regulations on the management of school bus drivers shall come into force as of the date of promulgation, and other regulations shall come into force as of January 1, 2013. In 2013, the new traffic rules increased the illegal cost, and the score items increased from 38 to 52.

1. If the driver of a motor vehicle commits any of the following illegal acts, 12 points shall be scored at one time:

(1) driving a motor vehicle that does not conform to the type of vehicle to be driven;

(2) driving a motor vehicle after drinking alcohol;

(3) driving operating buses (excluding buses) or school buses carrying more than 20% of the authorized number of people;

(4) escaping after causing a traffic accident does not constitute a crime;

(5) the motor vehicle driving on the road fails to hang the motor vehicle number plate, or intentionally obstructs, defaces or fails to install the motor vehicle number plate in accordance with the regulations;

(6) using forged or altered motor vehicle plates, driving licenses, driving licenses, school bus labels or using other motor vehicle plates or driving licenses;

(7) driving a motor vehicle to reverse, reverse or turn around across the median on a highway;

(8) driving an operating bus to stop in a highway lane;

(9) driving medium-sized or above passenger and cargo vehicles, school buses or dangerous goods transport vehicles on expressways or urban expressways at a speed exceeding 20% or more than 50% of the prescribed speed on roads other than expressways or urban expressways, or driving other motor vehicles at a speed exceeding 50% or more of the prescribed speed;

(10) driving continuously medium-sized or above passenger cars or dangerous goods transport vehicles for more than 4 hours without stopping for rest or for less than 20 minutes after stopping for rest;

(11) driving a school bus without obtaining the driving qualification.

2. If the driver of a motor vehicle commits any of the following illegal acts, 6 points shall be recorded at a time:

(1) driving a motor vehicle during the period when the driver's license of the motor vehicle is temporarily suspended;

(2) driving a motor vehicle in violation of the traffic lights;

(3) driving operating buses (excluding buses), school buses carrying less than 20% of the authorized number of people, or driving other passenger cars carrying more than 20% of the authorized number of people;

(4) driving medium-sized or above passenger and freight cars, school buses or transport vehicles of dangerous goods on expressways or urban expressways at speeds less than 20% of the prescribed speed per hour;

(5) driving medium-sized or above passenger and freight cars, school buses or transport vehicles of dangerous goods on roads other than expressways or urban expressways, or driving other motor vehicles over 20% or less than 50% of the prescribed speed per hour;

(6) driving a goods vehicle carrying more than 30% of the approved carrying capacity or carrying passengers in violation of regulations;

(7) driving a motor vehicle other than an operating bus to stop in a highway lane;

(8) driving a motor vehicle illegally occupying an emergency Lane on a highway or urban expressway;

(9) failing to drive a motor vehicle on a highway in accordance with regulations under low visibility meteorological conditions;

(10) driving a motor vehicle to carry goods that are beyond the limit and cannot be disassembled, failing to drive at the specified time, route or speed, or failing to hang obvious signs;

(11) driving a motor vehicle to carry explosives, inflammable and explosive chemicals, highly toxic, radioactive and other dangerous goods, failing to drive at the specified time, route, speed or without warning signs and taking necessary safety measures;

(12) obtaining a motor vehicle driver's license by concealing or deceiving;

(13) continuously driving a motor vehicle other than a medium-sized or above passenger vehicle or a transport vehicle of dangerous goods for more than 4 hours without stopping for rest or for less than 20 minutes after stopping for rest;

(14) driving a motor vehicle that fails to yield to the school bus in accordance with regulations.

3. If the driver of a motor vehicle commits any of the following illegal acts, 3 points shall be recorded at a time:

(1) driving operating buses (excluding buses) or passenger cars other than school buses to carry less than 20% of the authorized number of people;

(2) driving medium-sized or above passenger and cargo vehicles or transport vehicles of dangerous goods on roads other than expressways or urban expressways, or driving other motor vehicles at speeds less than 20% of the prescribed speed per hour;

(3) driving a goods vehicle with a load exceeding 30% of the approved load capacity;

(4) driving a motor vehicle on a highway at a speed lower than the prescribed minimum speed per hour;

(5) driving a motor vehicle prohibited from driving into a highway;

(6) driving a motor vehicle on a highway or urban expressway that does not follow the prescribed lane;

(7) driving a motor vehicle through a crosswalk and failing to slow down, stop or avoid pedestrians as required;

(8) driving a motor vehicle in violation of a prohibition sign or a prohibition marking instruction;

(9) driving a motor vehicle that fails to overtake, yield to, or drive in the opposite direction in accordance with regulations;

(10) driving a motor vehicle to tow a trailer in violation of regulations;

(11) failing to use lights and set warning signs in accordance with regulations after the vehicles on the road have stopped due to faults or accidents;

(12) the motor vehicle on the road fails to carry out safety technical inspection regularly as required.

4. If the driver of a motor vehicle commits one of the following illegal acts, 2 points shall be recorded at a time:

(1) driving a motor vehicle through an intersection and failing to drive or stop according to regulations;

(2) driving a motor vehicle has the act of dialing or receiving a hand-held telephone, etc., which hinders safe driving;

(3) driving a two wheeled motorcycle without wearing a safety helmet;

(4) when driving a motor vehicle on a highway or urban expressway, the driver fails to fasten his seat belt in accordance with the regulations;

(5) driving a motor vehicle to overtake or occupy the opposite lane or cross the waiting vehicle when the motor vehicle ahead stops in line or drives slowly;

(6) failing to equip school buses with safety equipment in accordance with regulations, or failing to maintain school buses in accordance with regulations;

(7) driving a school bus to carry students, failing to place school bus signs, turn on school bus sign lights, or failing to drive according to the lines determined after examination;

(8) students getting on or off the school bus do not stop at the stop of the school bus in accordance with the regulations;

(9) the school bus does not carry students on the road and uses school bus signs, school bus sign lights and stop indicator signs;

(10) failing to check whether the condition of the school bus meets the safety technical requirements before driving on the road, or driving on the road with potential safety hazards;

(11) refuelling a vehicle when there are students on board, or leaving the driver's seat before the engine of the school bus goes out.

5. The driver of a motor vehicle who commits one of the following illegal acts shall be scored 1 point at a time:

(1) driving a motor vehicle without using lights in accordance with regulations;

(2) driving a motor vehicle and failing to meet in accordance with regulations;

(3) driving a motor vehicle with the length, width, and height of the load exceeding the provisions;

(4) the motor vehicle driving on the road has not been placed with the inspection mark or insurance mark, and has not carried the driving license or motor vehicle driving license with the vehicle.
