3. For the passenger vehicles of other provinces, districts and cities that have obtained the entry permit, if they drive on the roads within Wuhuan Road (including Wuhuan Road) from 7:00 to 9:00, 17:00 to 20:00 on weekdays, they shall be deemed as the illegal acts of motor vehicles violating the instructions of the prohibition signs, and shall be fined 100 yuan, and 3 points shall be recorded; if they violate the provisions of the restriction of traffic with the tail number during the peak period, they shall be deemed as the illegal acts violating the provisions of the restriction of traffic, and shall be fined 100 yuan.
4.
