Those who have reached the age of 18 and are working in the main urban area without housing or whose per capita housing construction area is less than 13 square meters can apply for public rental housing.
Application form for public rental housing, identity certificate of the applicant and the co applicant (ID card and household register provided by the household registration personnel in the main urban area, ID card and residence certificate provided by the household registration personnel in the non main urban area), marriage certificate (provided by the married personnel), and income and housing distribution certificate provided by the co applicant. Meanwhile, the following relevant certificates shall be provided according to the category of personnel.
Personnel signing labor contract with the employer: one of the three certificates issued by the employer for work income and housing distribution, labor contract or provident fund certificate or social security certificate.
Retirees in the main urban area: Certificate of receiving pension benefits or retirement certificate issued by the original work unit, and housing distribution certificate.

Sales policy of Xiaogan public rental housing
According to the Interim Measures for the administration of public rental housing in Xiaogan City and the detailed rules for the implementation of the administration of public rental housing in Xiaogan City, when the lease contract expires, the lessee shall withdraw from the public rental housing; if the lease contract needs to be renewed, an application shall be made three months before the expiration of the lease contract. If the conditions are met after examination, the lease contract shall be signed again, and the priority shall be given to the original rental housing.
（1） After the lease period of 5 years expires, the lessee may choose to apply for the purchase of public rental housing.
（2） The selling price of public rental housing shall be based on the comprehensive cost, and the specific price shall be determined by the municipal price department together with the municipal housing security department and the municipal finance department, and shall be announced to the society on a regular basis.
（3） The purchased public rental housing may be inherited and mortgaged, and may not be leased, transferred or given to other market transactions. The mortgage value shall not exceed 70% of the original value of the house.

If the buyer obtains other houses in the main urban area by means of purchase, gift, inheritance, etc., and meets the standard of per capita housing construction area in the main urban area published by the government, or needs to transfer and mortgage disposal due to special reasons, the government shall repurchase them.
