What is the reason for delayed retirement

Secondly, there are two steps in the reform of the retirement age of employees' endowment insurance.

First step

When the pension system was merged in 2017, the identity difference between female cadres and workers was eliminated, and the retirement age of female employees in the endowment insurance was set at 55.

The second step

Starting from 2018, the retirement age of women will be delayed by one year every three years, and that of men by one year every six years, until 2045 when they reach 65 at the same time.

The report points out that there are a large number of young retirees in China at present, and developing their potential is the main direction in the future.

According to the report, the retirement age in China has been too low since it began decades ago. The report suggests that the retirement age should be gradually delayed in accordance with the principles of combination first, gradual implementation and flexible mechanism. Why 'delay retirement'?

Yin Weimin, Minister of human resources and social security, once said that China is the earliest country in the world with an average retirement age of less than 55. Yin Weimin introduced that China's current retirement policy was determined in the early 1950s after the founding of new China, when the life expectancy of the population was less than 50 years old. Now that new China has been established for more than 60 years, great changes have taken place in China's national conditions, and the life expectancy of the population has reached more than 70 years. However, the retirement policy of our country has not been changed. There are more than 80 million retirees participating in the endowment insurance of enterprise employees, and the average retirement age is less than 55 years old, which is obviously unreasonable.

Principle of delayed retirement

Yin Weimin, Minister of human resources and social security, said that there are three principles in formulating the policy of gradually delaying the retirement age:

First, walk slowly and gradually. It will be postponed for several months every year, and reach the target age of statutory retirement after a considerable period of time.

Second, we should treat them differently and implement them step by step. According to the retirement age of different groups in our country, we will proceed from the reality, distinguish different groups and implement step by step.

Third, publicize in advance and do a good job in advance. Once this plan comes out, we will ask for social opinions widely, because this plan involves the vital interests of the people, and all policies involving the public interests need to listen to everyone's opinions widely and gather the consensus of the society.
