The reporter noted that in May 2019, the State Council Office issued the implementation plan for deepening the reform of toll road system and canceling provincial toll stations of expressways, requiring to adjust the charging method of truck tolls and uniformly charge by vehicle (axle) type from January 1, 2020.

Since the charge is based on the vehicle (axle) type, the classification standard of vehicle models must be revised first. So, in June 2019, the Ministry of transport issued the industry standard (JT/T 489-2019) of toll road vehicle tolls classification. Compared with the original classification method, the main adjustments were made in several aspects: among them, the classification limit values of the 1 types of passenger cars were adjusted. The classification limit value of class 1 and class 2 passenger cars is revised from 7 authorized passengers to 9. After the revision of the standard, the vehicles carrying 8 and 9 people are reduced from the original class 2 bus to class 1 bus, reducing the charging standard of corresponding vehicles. In addition, all types of trucks in the new standard are classified according to the total axle number, vehicle length and maximum allowable total mass.

Before that, the truck was charged by weight, that is, the toll was calculated and charged based on the total weight of vehicles and goods weighed at the toll station. The toll amount for vehicles of different tonnage was different, 'more loading and more charging, less loading and less charging'. After changing to charging by vehicle type, the toll shall be calculated and charged based on the number of vehicle axles. The same charging standard shall be implemented for vehicles of the same axle type, no matter how much they are installed or how little they are installed.

Of course, this' same charging standard 'is not the same across the country.
