The new drug administration law will allow online sales of prescription drugs
The newly revised Drug Administration Law shall enter into force as of December 1, 2019. The general provisions clearly stipulates that the State encourages the research and creation of new drugs, adds and improves more than 10 provisions, and adds a number of institutional measures, including the special chapter III "drug marketing license holder", which makes comprehensive and systematic provisions on the conditions, rights, obligations and responsibilities of the holder.
The law stipulates that those who import a small amount of drugs legally listed abroad without approval may be mitigated or exempted from punishment if the circumstances are relatively minor.
The law also establishes the main principle of "consistency between online and offline" for online sales of prescription drugs. The law stipulates that the subject of online sales of prescription drugs must be an entity enterprise that has obtained a license, and authorizes the drug regulatory department of the State Council to formulate specific measures for supervision in conjunction with the competent department of health and health of the State Council.
Food safety issues will be 'punished to people'
The newly revised regulations for the implementation of the food safety law will be officially implemented on December 1. The regulations strengthen the punishment for violations of laws and regulations, such as adding a "punishment to person" system and imposing a fine of up to 10 times the annual income of the legal representative and relevant responsible persons.
The regulations put forward clear regulatory measures for specific problems, such as prohibiting false publicity of food by any means such as meetings, lectures and health consultation; Make provisions on the management of special food inspection, sales, labels, instructions, advertisements, etc; It is prohibited to issue inspection reports issued by inspection institutions without legal qualifications; Clarify the contents of the importer's audit of overseas exporters and production enterprises.
A maliciously registered trademark may be fined three times the illegal income and up to 30000 yuan
Several provisions on regulating trademark application and registration will come into force on December 1, 2019.
This regulation severely punishes malicious trademark application for registration and illegal agency. （3） Expand the scope of on-line term agreement without authorization, default the agreement validity period and marketing activity period without on-line term limit to the on-line agreed term, and restrict users from carrying numbers to transfer to the network;
（4） Adopt technical means such as interception and restriction to affect the communication service quality of number carrying network transfer users;
（5） Carry out comparative publicity in the publicity of number carrying network transfer services and relevant tariff schemes, and mention the names of other telecom business operators (including abbreviations and logos) and tariff schemes; Fabricating and disseminating false or misleading information about number carrying network transfer, concealing or weakening restrictions, exaggerating preferential matters, or number carrying network transfer affecting, cheating and misleading users, and slandering other telecom business operators;
（6） Set up special tariff scheme and marketing scheme for number carrying network transfer users;
（7） Using various means such as malicious agent handling number carrying network transfer and malicious agent appeal to hinder and destroy the normal operation of number carrying network transfer services of other telecom business operators;

（9） Other violations.
The new version of the measures for the administration of health insurance has incorporated medical accident insurance into the category of health insurance

Release of new standard for classification signs of domestic waste
The new version of the standard for classification of domestic waste was released recently and will be officially implemented from December 1. Compared with the 2008 standard, the new standard adjusts the categories of domestic waste into four categories: recyclables, hazardous waste, kitchen waste and other waste.
This revision mainly adjusts the scope of application, category composition and graphic symbols of domestic waste classification signs. Compared with the 2008 standard, the scope of application of the standard is further expanded. The categories of domestic waste are adjusted to 4 categories of recyclable materials, hazardous waste, kitchen waste and other waste and 11 sub categories of paper, plastic and metal. The network security level protection system 2.0 standard was officially released on May 13 and will be officially implemented from December 1.
