1. 600000 km
The new regulations change the 15 year mandatory scrapping of non operating private cars stipulated in the old regulations to stipulate that non operating private cars will no longer have a scrapping period! According to Article 7 of the provisions on compulsory scrapping standards for motor vehicles: the state guides the scrapping of motor vehicles that have reached a certain driving mileage, including 600000 kilometers of small and micro non operating passenger vehicles and large non operating cars. According to the average quantity, 600000 km can be used for more than 15 years for ordinary family cars.
2、 Vehicles that fail to pass the annual inspection or fail to pass the annual inspection on time
According to paragraph 4 of Article 4 of the provisions on compulsory scrapping standards for motor vehicles: the motor vehicle inspection qualification mark is not obtained within three consecutive motor vehicle inspection cycles after the expiration of the inspection validity period.
3、 Exceeding national emission standard limits
According to paragraph 3 of Article 4 of the provisions on compulsory scrapping standards for motor vehicles: if the discharge of pollutants or noise into the atmosphere after repair and adjustment or the use of control technology does not meet the relevant requirements of national standards, in-service vehicles shall be scrapped compulsorily.
Therefore, according to the new regulations on car scrapping issued in 2019, there are still strict scrapping years for taxis, operating buses and all kinds of trucks. Only for private cars, scrapping is no longer mandatory, but guided after meeting the above provisions.
Subsidy standard for vehicle scrapping in 2019
According to the notice of the Ministry of Finance and the Ministry of Commerce on Issuing the measures for the administration of subsidies for scrapping and renewal of old vehicles and other relevant provisions, the scope and standards of subsidies for scrapping and renewal of old vehicles are: semi-trailer tractors with a total mass of more than 12000kg (including 12000kg) and heavy trucks with a total mass of more than 10 years and less than 15 years (including ordinary trucks, Van trucks, warehouse grid trucks, closed trucks, tank trucks, flat trucks, container trucks, dump trucks, trucks with special structures, etc., excluding full trailers and semi trailers), the subsidy standard is 18000 yuan per vehicle. The specific subsidy standards for scrapped vehicles are as follows:
Reward and subsidy standard for early scrapping:
1. For scrapped heavy trucks, a subsidy of 18000 yuan per vehicle;
2. For scrapped medium-sized trucks, RMB 13000 will be subsidized for each vehicle;
3. For scrapped light trucks, 9000 yuan will be subsidized for each vehicle;
4. For scrapped minivans, 6000 yuan will be subsidized for each;
5. For scrapped large passenger cars, a subsidy of 18000 yuan per car;
6. For scrapped medium-sized passenger cars, RMB 11000 will be subsidized for each;
7. For scrapped small passenger cars (excluding cars), 7000 yuan will be subsidized for each;
8. For scrapped minibuses (excluding cars), 5000 yuan will be subsidized for each;
9. For scrapped cars with displacement of 1.35l and above, RMB 18000 will be subsidized for each car;
10. For scrapped cars with displacement of 1 liter (excluding) to 1.35 liter (excluding), 10000 yuan will be subsidized for each car;
11. For scrapped cars with displacement of 1 liter or less and special operation vehicles, 6000 yuan will be subsidized for each vehicle.
