Fourth, establish a food waste management system, require the generating and collecting units to hand over the food waste to professional units with corresponding qualifications for harmless treatment, and prohibit livestock and poultry farms and breeding communities from feeding livestock and poultry with food waste without harmless treatment.

Fifth, it stipulates that the domestic waste treatment charging system shall be implemented in accordance with the producer payment principle, and requires the local people's governments at or above the county level to formulate differentiated domestic waste treatment charging standards in combination with the classification of domestic waste and according to local conditions, and make them public after fully soliciting public opinions.

Sixth, strengthen the disposal of rural domestic waste, modify the expression of "urban domestic waste" to "urban and rural domestic waste", and establish a domestic waste classification system covering rural areas.

It is understood that the current law on the prevention and control of environmental pollution by solid waste was formulated in 1995, first revised in 2004, and then revised relevant specific provisions in 2013, 2015 and 2016 respectively. The current law on the prevention and control of environmental pollution by solid waste has 91 articles in six chapters, and the revised draft has 109 articles in nine chapters.

Li Ganjie said that in 2017, the Standing Committee of the National People's Congress conducted law enforcement inspection and believed that the law on the prevention and control of environmental pollution by solid waste played an important role in preventing and controlling environmental pollution by solid waste, protecting public health and maintaining ecological safety.
