According to the law of the people's Republic of China on the prevention and control of air pollution According to the road traffic safety law of the people's Republic of China, emergency plan for heavily polluted weather in Luoyang and other relevant laws, regulations and documents, with the consent of the municipal government, urban road traffic management measures shall be taken from the date of promulgation of this circular to December 31, 2019. The relevant matters are hereby notified as follows:
1、 Traffic restriction measures
（1） Restricted scope: all roads (excluding loop roads) in the north of the South Ring Road, in the south of the North Ring Road (formerly National Highway 310), in the west of the east ring road ~ Zhongzhou East Road ~ Anju section, and in the East Ring Road of the West Ring Road.

（3） Restricted vehicles: all motor vehicles (including temporary number plates).
（4） Restrictions:
1. Traffic restriction measures from Monday to Friday: the traffic restriction shall be implemented according to the last Arabic digit of the motor vehicle number plate (if the mantissa is a letter, the last digit before the letter shall prevail).
Motor vehicles with license plate tail numbers 1 and 6 are limited on Monday;
On Tuesday, vehicles with license plate tail numbers 2 and 7 are limited;
Motor vehicles with license plate tail numbers 3 and 8 are limited on Wednesday;
On Thursday, motor vehicles with license plate tail numbers 4 and 9 are limited;
Motor vehicles with license plate tail numbers 5 and 0 are limited on Friday.
Vehicles with special new energy license plates are not restricted.
2. Measures for traffic restriction on Saturday and Sunday: according to the last Arabic digit of the motor vehicle number plate (if the mantissa is a letter, the last digit before the letter shall prevail), double number vehicles shall be driven on Saturday and single number vehicles shall be limited; single number vehicles shall be driven on Sunday and double number vehicles shall be limited. (double number is 2, 4, 6, 8 and 0, and single number is 1, 3, 5, 7 and 9) There are no restrictions on vehicles with foreign license plates and vehicles with special new energy license plates.
3. Traffic restriction measures during the Peony Culture Festival: from April 5 to May 5, the traffic restriction objects are local motor vehicles with Yuc license plate (including vehicles with temporary license plate and special license plate for new energy), which shall be implemented according to the traffic restriction measures from Monday to Friday, Saturday and Sunday; foreign license vehicles are not restricted.
In case of special circumstances requiring temporary adjustment, it shall be announced separately.
（5） Other provisions:
1. In order to ensure the normal operation of urban production and life, the following motor vehicles are not limited by the above measures:
① Military vehicles, police vehicles, fire engines, ambulances and administrative law enforcement vehicles with uniform marks painted on the body, escorts, insurance inspection, rapid settlement of accident claims, road obstacle removal, cleaning and dust reduction.
② Public electric (automobile) vehicles, passenger taxis with unified appearance marks, network buses, school buses (excluding rental vehicles), two wheeled motorcycles and buses with more than 12 seats.
③ Public (official) special vehicles involving people's livelihood, such as engineering rescue vehicles, sanitation, gardens, municipal (including sludge transportation), heat, water supply, power supply, gas supply, oil supply, communication, postal (including newspaper distribution and express delivery), news interview, medical waste transfer and funeral vehicles in funeral homes.
2. Freight vehicles shall comply with the provisions of the notice of Luoyang Public Security Bureau on the Prohibition (restriction) of freight cars and the prohibition of motor vehicles in urban areas in August 2018, and comply with this measure (except for the mass transportation of fresh aquatic products, vegetables and other livelihood vehicles) If it is really necessary to pass in the forbidden area or time, obtain a pass certificate with the approval of the traffic management department of the public security organ, and drive according to the specified time and route.
3. Vehicles used for weddings and funerals can be reviewed and filed at the public security traffic police window on the 4th floor of "citizen's home" two days ago (southwest corner of the intersection of Kaiyuan Avenue and Yongtai street, Luolong District, Tel.: 63917078, filing time: 9:00 to 17:30 from Monday to Saturday) And provide the applicant's ID card, driver's license, driving license and relevant supporting materials. 2、 No passage measures
On all roads within the restricted area, diesel trucks below the national III (inclusive) emission standard are prohibited 24 hours a day; diesel trucks without pollution control devices or whose pollution control devices do not meet the requirements are prohibited; low-speed trucks, three wheeled vehicles, tractors and vehicles that do not meet the requirements are prohibited; vehicles that fail to pass the motor vehicle exhaust emission test are prohibited from driving on the road.
3、 Vehicle detour measures
All transit trucks and vehicles that do not meet the market entry conditions shall pass through Lianhuo expressway, ErGuang expressway, Ningluo expressway or new 310 National Highway and urban ring road; if the ring road is closed due to engineering construction, the trucks shall drive along the temporary guaranteed route or designated route according to the indication signs.
4、 Legal liability
Those who violate this Circular shall be investigated and dealt with by relevant law enforcement departments according to law; those who disobey management, refuse or hinder the performance of their duties according to law shall be strictly investigated for legal responsibility.
