The Ministry of public security and the Ministry of transport issued a total of 6 aspects and 27 measures to reform the driving examination system.
According to the "opinions", starting from the first half of next year, we will pilot the self-taught direct test of cars in places where conditions permit. Individuals can use their own vehicles and learn to drive under the guidance of qualified personnel. Those who go on the road for training without learning driving certificate will be regarded as driving without license and punished according to law.
After self-study, candidates can register for the examination through the Internet, windows and other ways. A unified examination service platform will be established throughout the country, and the public security traffic control department will no longer allocate examination places to driving schools. Before the examination, candidates are allowed to enter the examination room free of charge to familiarize themselves with the environment; After the examination, if there is any objection to the evaluation results, candidates can query their own examination video data.
In view of the difficulty of the examination, the opinions requires to guide social forces to invest in the construction of examination rooms, select examination personnel among police and civilian personnel, and extend and delegate the examination business to the county level.
For driving school training
Implement the mode of training before payment
For driving schools, the Opinions also put forward a series of reform measures to implement the mode of paying after training. Candidates can choose to pay after training, changing the traditional mode of "one-time pre-school charging". Moreover, students can make an appointment for the training period according to their own wishes, choose coaches, etc., and pilot cross driving schools and participate in training by subjects, so that students have more choice space, so as to promote driving schools to improve the quality of training services.
In addition, the driving training market will be further liberalized in the future and the restricted entry conditions set outside the regulations will be cancelled. While ensuring the independent operation of driving schools, it will also implement the main responsibility of driving schools. The management of coaches will also be strengthened. Those who have full score records of traffic violations, traffic death liability accidents, organize or participate in examination fraud, accept or ask for students' property shall not serve as coaches.
The Opinions also stipulates that any state organ and the competent department of driving training and examination shall not set up driving schools, and prohibit the staff of public security traffic control departments and road transportation management institutions and their spouses and children from operating or participating in the operation of driving schools.

The opinions requires that computer evaluation shall be used for traffic safety laws and regulations, site driving and general knowledge of safety and civilization, and the combination of manual on-board evaluation and computer evaluation shall be adopted for road driving test. Implement the use of law enforcement recorders throughout the examination, and make use of examination audio and video, fingerprint authentication, portrait identification, satellite positioning system and other regulatory means to ensure the fairness and authenticity of examination data.
The Opinions also stipulates that if a driver is primarily responsible for a fatal accident within three years after obtaining a driver's license, he will check the examination and certification process. If any violation is found, the examiner will be strictly investigated for responsibility and shall not participate in the examination for life. If the examination room and the production and sales enterprise of examination equipment violate the regulations, the examination room qualification and the supply qualification of examination equipment will be cancelled, and the responsibility will be investigated according to law.

The opinion proposes to adjust the annual physical examination of elderly drivers from 60 to 70; If the driver's license is cancelled due to overdue physical examination, the driver's qualification will be restored after passing the physical examination and will not take the relevant examination; On the basis of liberalizing the application for driving licenses of cars and motorcycles in different places, the restrictions on the application for driving licenses of large and medium-sized passenger and freight cars in different places will be further liberalized. In the future, all drivers can renew and verify their driving licenses in different places.
It is reported that the reform will start a pilot in the first half of next year, sum up experience, deeply promote the reform, fully complete the reform task, basically establish an open and transparent, clear rights and responsibilities, efficient operation, open and honest driving test management system, and basically solve the inconvenient, nonstandard and uneconomical problems in training and examination.
