Shanghai Municipal Public Security Bureau has formulated and issued relevant guidance on the control of articles during the Import Expo, and defined the list of prohibited and restricted articles, as follows:

1、 Forbidden articles

Prohibited articles refer to articles that violate Chinese laws and regulations. If the security inspection and security personnel find prohibited articles, they shall confiscate them according to the law, or immediately implement emergency disposal, detain the carriers and relevant personnel, and review and deal with them according to law. Items prohibited from being brought into the International Exhibition Center include:

1. Guns, ammunition, explosives.

2. Imitation gun, crossbow, bow, dagger and other control instruments.

3. Fireworks, firecrackers, gasoline, alcohol and other flammable and explosive dangerous goods.

4. Highly toxic, corrosive and other dangerous chemicals and radioactive substances, including but not limited to strong acids, radioisotopes and other dangerous substances.

5. Hazardous substances such as harmful biological agents and pathogens of infectious diseases.

6. Heroin, cocaine, marijuana, methamphetamine and other drugs.

7. Other articles prohibited by Chinese laws and regulations.

2、 Restricted articles

Restricted articles refer to articles that may not violate Chinese laws and regulations, but may affect the safety and operation order of the International Exhibition Center. If the security inspection and security personnel find the restricted articles, they shall require the carrier to discard the restricted articles in the designated container, or post (temporarily) store them, or dispose of them by themselves in other ways. Items that are restricted from being brought into the International Exhibition Center include:

1. All kinds of soft and hard packaged beverages, including but not limited to water, tea, beverages (especially alcoholic beverages), etc.

2. Banners, slogans, billboards and other publicity materials with political, racial, religious, commercial and violation of Chinese laws and regulations.

3. Any means of transportation other than strollers and wheelchairs, including but not limited to mopeds, electric bicycles, motorcycles (including Mopeds), scooters, bicycles, skateboards, roller skates, etc.

4. UAVs and other 'low, slow and small' aircraft.

5. Animals (except guide dogs and other service animals).

6. Articles that are easy to cause personal injury such as bat, long stick, long handle umbrella and sharp objects.

7. Balls, rackets, UFOs and similar articles.

8. Bags and suitcases with large volume that are not suitable to be brought into the International Exhibition Center and venues.

9. Expanded area more than 2m & times; A 1-meter flag and a flagpole longer than 1-meter.

10. Unauthorized items that interfere with the wireless communication electronic signals and cluster signals of the International Exhibition Center or hinder others' visit, including but not limited to laser devices, public address equipment, walkie talkies, radio equipment, etc.

11. Lighters, matches and other ignition appliances.

12. Other articles that may affect safety or violate Chinese laws and regulations, such as syringes, drugs, kites, etc.

3、 Special note

1. If there are prohibited or restricted articles such as knives in the exhibits, the exhibitors shall file with the security department in writing (including the type and quantity of exhibits, admission time, safety management measures, etc.) before the exhibits enter the International Exhibition Center. Exhibitors should be responsible for the safety of their exhibits.

2. Media and other special staff can bring necessary equipment or supplies into the International Exhibition Center. They are allowed to bring them in after receiving security inspection, but they need to be strictly managed by their competent departments.

3. Maintenance and technical service personnel can bring necessary maintenance tools and necessary articles into the International Exhibition Center. After receiving security inspection, they are allowed to bring them in, but they need to be strictly managed by their competent departments.

4. Professional etiquette and performers can carry a small amount of necessary mousse, hair gel and other cosmetics, but their department must provide a list of personnel and make a commitment of responsibility guarantee, which can be brought in after checking the verification documents.

5. The necessary wheelchairs, crutches, walking aids and other long appliances for the disabled carried by the disabled are not included in the list of restricted articles; The necessary maintenance tools carried by the disabled in wheelchairs are not included in the list of restricted articles.

6. The necessary and small amount of first-aid drugs and necessary medical products carried by the disabled are not included in the list of restricted articles, but they can be brought in only after being confirmed by the disabled service staff.

7, special people carrying special drinks, such as baby milk, diabetes drinks, etc., can be explained to the relevant provisions of the inspectors, after on-site trial and registration, allow it to carry, and inform it as a special case.

8. For solid drugs and within a reasonable range, they are allowed to carry; In principle, aqueous drugs are not allowed to be carried. If they are actually needed, they are allowed to be carried after on-site trial and registration, and they are informed to be treated as special cases.

9. For notebook computers, try X-ray machine for separate inspection.

10. If the examinee carries flowers and other decorative items, in principle, the X-ray machine inspection shall be carried out, and the large bouquet shall be manually inspected by the security personnel.

11. If the examinee declares that she is pregnant or carries a cardiac pacemaker, the security personnel shall inform her that the security equipment has no adverse effect on her and can accept the security inspection. If the inspected person insists on not accepting the inspection of safety doors and instruments and equipment, he can conduct unarmed inspection.

12. For the suspicious closed articles or packages discarded by the subject, the security inspection personnel shall order them to quickly pick up and accept the unpacking or can opening inspection, and put them into the X-ray machine for inspection if necessary.
