The purpose of the proposed legislation is to help Russian information technology companies compete with foreign companies, and to prevent consumers from having to download large amounts of software again when buying new devices, the report said. At present, the Russian smartphone market is dominated by overseas companies. According to the latest statistical report, Samsung ranks first in the Russian mobile phone market, with 22% market share, Huawei ranks second with 16%, and apple ranks third with 15.83% market share.

In the global smartphone market, Apple's mobile phone uses a proprietary IOS operating system and pursues a relatively closed business model. Whether Apple will comply with the new Russian law and preload IOS application software of Russian local companies deserves attention.

It is reported that Russia will give a list of its own software required to be pre installed according to the specific types of electronic equipment. If the relevant enterprise violates the law, it will face a fine of 200000 rubles (equivalent to 3100 US dollars), and if it violates the law repeatedly, the government regulatory authorities will prohibit the sale of products in the Russian market.

Russian legislators also said the law would help reduce the risk of multinational technology giants abusing their dominant position on Russian enterprises.
