First, the development of public transport in some cities is insufficient, the planning of public transport does not match the overall development of the city, the supporting measures are not in place, and the proportion of public transport in the travel structure of the city is low, which can not meet the needs of the healthy development of the city;

Require urban public transport enterprises to implement the main responsibility of safety production, establish and improve the enterprise safety management system (Article 30);
To clarify the responsibilities of the departments of urban public transport management, public security, meteorology and other departments, as well as the relevant units of urban public transport enterprises, schools, radio and television in terms of safety prevention, meteorological early warning, safety publicity, etc. (Articles 31, 32, 36);
It is stipulated that in case of natural disasters, emergencies, overstocking of passenger flow, operation failure of urban public transport facilities and equipment, urban public transport management departments and urban public transport enterprises shall take necessary measures to ensure operation safety (Articles 32 to 34);
Urban public transport enterprises are required to equip fire extinguishers, safety hammers, safety isolation devices and other safety emergency equipment and security personnel as required, and strengthen safety inspection and security work (Articles 38 and 39);
It is prohibited to illegally intercept urban public transport vehicles, interfere with the normal work of the staff, destroy urban public transport facilities and equipment and other acts endangering the operation safety of urban public transport and disturbing the order of riding. If such acts constitute violations of public security management, public security management punishment shall be given according to Law (articles 43 and 62). Article 41 passengers shall abide by the riding rules, pay the fare according to the prescribed fare, and shall not drink, smoke, litter or engage in other uncivilized behaviors in urban public transport vehicles or urban rail transit stations.
Article 42 passengers are forbidden to bring inflammable, explosive, poisonous, radioactive, corrosive and other articles that may endanger the safety of people and property into the station and take the train. The catalogue of prohibited articles shall be formulated by the people's Government of the city and published to the public.
Article 52 of the draft for comments stipulates that the units and personnel engaged in the safety inspection of urban rail transit shall, in accordance with the relevant provisions, conduct safety inspection on the personnel and articles entering the station of urban rail transit. Those who refuse to accept the safety inspection shall refuse to enter the station or take the train; those who forcibly enter the station or disturb the order of safety inspection, which constitutes a violation of public security administration, shall be dealt with by the public security organ according to law.
