At the end of 1940, some soldiers in southern Vietnam were extremely dissatisfied with the maltreatment of French colonialism and decided to start an uprising. The decision was supported and directed by the Communist Party of Indochina's southern party headquarters. The uprising took place early in the morning of November 23, 1940. The leader of the uprising thought that the uprising needed a flag as a sign to inspire the morale and command of the masses, so the task of designing the flag was entrusted to Ruan Youqin.

After several days and nights of careful design, Ruan Youqin accomplished this special task excellently, and designed the "golden star red flag" flag. The leaders of the uprising were very satisfied with the sample flag and formally decided to use it as a sign of the uprising.
