Baima temple is located 12 kilometers east of the old city of Luoyang, Henan Province. It was founded in the 11th year of Yongping (AD 68) in the Eastern Han Dynasty. In the seventh year of Yongping in the Eastern Han Dynasty (A.D. 64), Liu Zhuang (son of Liu Xiuzhi), the emperor of the Ming Dynasty, sleeps in the south palace at night. He dreams of a gold man with a height of six Zhang and a shining head coming from the west, flying around the Palace. The next morning, Emperor Ming told the ministers the dream. Fu Yi, Ph.D., qizou said, "there are gods in the west, called Buddhas, just like you dreamed.". After hearing this, Emperor Ming of the Han Dynasty sent more than ten ministers, including Cai Yin and Qin Jing, to the western regions to worship Buddhist scriptures and Dharma. In the eighth year of Yongping, Cai, Qin and others bid farewell to the imperial capital and embarked on the journey of "learning from the west". In the country of Dayue (today's Afghanistan), I met with Indian eminent monks, i.e. Shi moteng and Zhu flan. I sincerely ask two eminent monks to go to China to preach Buddhism. In the 10th year of Yongping, two eminent Indian monks were invited to join the emissaries of the Eastern Han Dynasty to carry Buddhist scriptures and statues on white horses back to Luoyang. Emperor Ming of the Han Dynasty was very happy to see sutras and statues, and was very polite to the two eminent monks. In the 11th year of Yongping, Emperor Ming of Han Dynasty ordered to build a monastery in the eastern suburb of Luoyang.
