According to the notice, Hainan will basically abolish the restrictions on the settlement of its own province (except Sansha). Residents outside the province who have obtained the residence permit of the province and participated in the basic endowment insurance for urban employees in Hainan Province (excluding the payment account of temporary endowment insurance temporarily) and the basic medical insurance for urban employees in Hainan Province can settle down in the urban community with legal and stable residence.

Implementation plan of Hainan province's new round registered residence system reform (Trial)

In order to implement the relevant national policy requirements, push forward the new registered residence system reform, facilitate the settlement of non registered residence population, accelerate the elimination of institutional obstacles restricting the free flow of population, and formulate the implementation plan in light of the reality of Hainan.

1、 The restrictions on the settlement of residents in the province (except Sansha, the same below) will be basically abolished. Residents in the province can settle down in the communities of urban areas and established towns (hereinafter referred to as urban communities) with legal and stable residences (including leasing, the same below). Residents outside the province who have obtained the residence permit of the province and participated in the basic endowment insurance for urban employees in Hainan Province (excluding the payment account of temporary endowment insurance temporarily) and the basic medical insurance for urban employees in Hainan Province can settle down in the urban community with legal and stable residence.

2、 If a resident has no house of his own property right at the place of settlement, he shall settle down collectively in the urban community where his legal and stable residence is located. Residents can also settle in the urban community where their legal and stable residence is located besides their own property right housing. Gradually clean up and standardize all kinds of unit collective households and talent center collective households, and guide residents whose registered permanent residence is attached to unit collective households and talent center collective households to move their registered permanent residence to their own property right housing registered permanent residence or urban community collective households where their legal and stable residence is located. 3、 We will implement the relevant policy requirements, cancel the distinction between agricultural and non-agricultural hukou, and uniformly register them as resident hukou. To safeguard the right to farm land transfer, the right to use the homestead and the right to distribute collective income (hereinafter referred to as the "three rights"), the right to withdraw from the "three rights" should not be used as the condition for moving out of the registered residence, and it should be transferred to the three rights according to law voluntarily and compensatory. The registered residence will be changed in a comprehensive way and the "three rights" should be decoupled.

Four, the people's governments of all cities, counties and autonomous counties are the main body responsible for the reform of the registered residence registration system. We must do a good job in specific implementation and ensure that the reform is implemented hundred percent. The provincial development and Reform Commission should strengthen overall planning, coordination, supervision and guidance, closely track and monitor the progress of the reform, the situation of settlement, the relevant impact and reactions from all sides, timely study and solve various problems and difficulties arising from the reform, and carry out an evaluation after one year of trial implementation. The provincial public security department should work out the specific operational measures for the public security organs to settle down and implement them as soon as possible. The Provincial Department of education should further strengthen and standardize the management of students' status in senior high schools, work with relevant departments to prevent 'college entrance examination immigration', scientifically predict the growth of enrollment demand in ordinary senior high schools, and take various measures to increase the degree supply. The Provincial Department of housing and urban rural development should work with relevant departments to stabilize the real estate market.

This plan is explained by the provincial development and Reform Commission and relevant departments. The scheme will be implemented on a trial basis from the date of printing and distributing. If the relevant provisions of our province are inconsistent with this plan before, it shall be implemented according to this plan.

In case of major problems or suggestions during the trial implementation, report to the provincial government in time.

Will house prices rise? The demand for housing will be released based on registered residence qualifications. Especially in the fourth quarter, Hainan's real estate market entered an active period, and it is expected that the real estate market transactions in Hainan may rise in the fourth quarter.
