Deepen the reform of toll road system

Implementation plan of canceling provincial toll station of Expressway

In order to implement the decision-making and deployment of the Party Central Committee and the State Council, further deepen the reform of toll road system, speed up the cancellation of provincial toll stations of national expressways, and realize fast toll collection without stopping, this plan is formulated.

1、 General requirements

We will deepen the reform of the toll road system, improve the efficiency of the comprehensive transportation network, and reduce logistics costs. Within two years, we will basically cancel provincial toll stations on expressways across the country, and realize fast toll collection without stopping. In accordance with the principle of 'combining the near and far, planning as a whole, scientific design, orderly promotion, safety and stability, efficiency and cost reduction', we should clarify the technical line, speed up engineering construction, and strive to basically cancel the provincial toll stations of national expressways by the end of 2019, so as to enhance the people's sense of acquisition, happiness and security.

2、 Tasks

(1) Speed up the construction and improvement of expressway toll system. In accordance with the technical route of realizing electronic non-stop fast charging, supplemented by license plate image recognition, and the integration and application of various payment means, the overall technical scheme, engineering construction scheme, operation and service rules, and network security protection system are formulated and printed. (responsible by the Ministry of transport, to be completed by the end of May 2019) promote the upgrading of the central and local operation management system, the standardization construction and transformation of the hardware and software of the toll station, toll lane and electronic toll collection (etc) portal system, and strengthen the system network security. (the Ministry of transport, the Ministry of Finance and the provincial people's government are responsible for it, and it will be completed before the end of October 2019) the joint commissioning and test of the system are carried out, and the system switching conditions are basically met. (2) Speed up the popularization and application of electronic toll collection system. To formulate and print the implementation plan of accelerating the application service of electronic non-stop toll collection on expressways. (responsible by the national development and Reform Commission and the Ministry of transport, with the cooperation of relevant departments, to be completed by the end of May 2019) expand service functions and encourage etc to be applied in parking lots and other vehicle related places. (led by the Ministry of transport) accelerate the installation of etc on-board devices free of charge for existing vehicles. Organize the issuing units to carry out Internet distribution, appointment installation, door-to-door installation and other services. Relying on commercial bank outlets, automobile main engine plants, 4S shops, expressway service areas, toll station entrances and exits squares and other vehicle concentration places, the installation outlets will be increased to facilitate the public to install conveniently and free of charge nearby. Organize the grass-roots government and relevant departments to go deep into residential areas and villages and towns to carry out publicity and installation services. By the end of 2019, the proportion of vehicles using etc at the entrance of expressways in all provinces (autonomous regions and cities) will reach more than 90%, and the mobile payment will be fully covered in the manual toll lane. Improve the settlement system to provide convenient and efficient services. The technical standard of etc on-board device shall be formulated before the end of 2019. From July 1, 2020, etc on-board device shall be added to the optional configuration of new vehicles. (3) Speed up the revision and improvement of laws and regulations. We will accelerate the revision of relevant laws and regulations such as the highway law and the regulations on the administration of toll roads. (in the charge of the Ministry of justice and with the cooperation of the Ministry of transport), we will clean up and standardize the local toll reduction policies, and issue specific implementation opinions on optimizing the toll reduction policies such as free passage of minibuses on major holidays and 'green channel' for fresh agricultural products transportation. (the Ministry of transport, the development and Reform Commission and the Ministry of finance are responsible for revising the standard of vehicle toll classification of toll roads before the end of June 2019). (the Ministry of transport is responsible for) adjusting the charging mode of freight car tolls. Starting from January 1, 2020, the toll will be charged according to the type of car (axle), and ensure that the overall burden of freight car tolls will not be increased. Meanwhile, the non-stop weighing test at the entrance of closed expressway toll station will be implemented. It is necessary to comprehensively promote the differential charging of expressways, guide the scientific diversion of vehicles in congested sections and periods, and further improve the traffic efficiency of expressways. (the provincial people's Government shall be responsible for) studying and unifying the traffic management policies for hazardous chemical transport vehicles and motorcycles on expressways. (4) We will promote the replacement of existing debt of government toll roads. By the end of 2014, local government bonds are allowed to replace the existing debt of government toll roads that meet the policy requirements, optimize the debt structure, reduce the debt interest burden, prevent and resolve the debt risk, and create favorable conditions for the cancellation of provincial toll stations on expressways. 3、 Safeguard measures

(1) Strengthen organizational leadership. Set up a leading group for deepening the reform of toll road system and canceling provincial boundary toll stations under the leadership of the Ministry of transport, with the participation of the national development and Reform Commission, the Ministry of industry and information technology, the Ministry of public security, the Ministry of justice, the Ministry of finance, the Ministry of human resources and social security, the people's Bank of China, the state owned assets supervision and Administration Commission, and the China Banking and Insurance Regulatory Commission Major problems should be reported to the State Council in a timely manner. (3) Strengthen financial support. The central and local finance should give financial support to the work of canceling provincial toll stations on expressways. The construction funds of the ministerial system are included in the annual department budget and are disbursed from the vehicle purchase tax funds. (the Ministry of transport and the Ministry of finance are responsible for) the provincial people's Government shall be responsible for the funds for the installation, system and facility construction and transformation of etc vehicle mounted devices in all localities, which shall be solved by means of toll revenue and financial subsidies, and encourage all localities to raise funds through the market mechanism. (the provincial people's government is responsible for) the central finance arranges vehicle purchase tax funds through structural adjustment, and gives appropriate subsidies to the construction and transformation of relevant facilities and systems in various places. (4) Strengthen safety management. Strengthen the construction management of related facilities and systems during the construction and transformation, strengthen the later operation management, and strengthen the system and network security. It is necessary to demolish the toll facilities on the provincial main line of the expressway to ensure the smooth operation of the main line; for the facilities outside the main line, it is necessary to coordinate the emergency, maintenance, service, supervision and inspection, and public security inspection and control, etc. (responsible by Provincial People's Government)

(5) Proper diversion and placement of toll collectors. All localities should adhere to the principle of territorial responsibility and the principle of not being laid off in case of job transfer. In combination with the actual situation of the region and in accordance with the national laws, regulations and policies, all localities should formulate work plans for the resettlement of toll collectors, give priority to job transfer based on internal selection, separate toll collectors through multiple channels, properly handle the personnel and labor relations of employees in accordance with the law, and protect the legitimate rights and interests of toll collectors. The financial department should give necessary support. (6) Strengthen publicity and guidance. We should strengthen the publicity and interpretation of the policies related to the cancellation of provincial toll stations on expressways and the realization of fast toll collection without stopping, correctly guide social expectations, timely respond to public concerns, and create a good atmosphere of public opinion. Timely and properly handle emergencies to ensure social stability.
