The meeting pointed out that, in accordance with the deployment of the central economic work conference and the government work report, further promoting the network speed-up and fee reduction and enhancing the network infrastructure will not only increase the convenience and benefits for enterprises and the masses, but also stimulate effective investment and consumption, promote the expansion of employment, and give play to the supporting and leading role of new kinetic energy such as the digital economy in economic and social development, which is both beneficial to the present and the future In the long run, we can do more with one action. At the same time, the meeting pointed out that by the end of November, the "number carrying network transfer" will be fully implemented across the country and preparations will be made.
Just last week, the Ministry of industry and information technology (MIIT) and the state owned assets supervision and Administration Commission (SASAC) just issued the "notice on carrying out the 2019 special action of promoting broadband network speed increase and fee reduction to support high-quality economic development", which proposed ten key tasks, including carrying out the home demonstration of Gigabit broadband, promoting the expansion and upgrading of mobile network, and deepening the pilot of Universal Telecom Service.
Deployment of Gigabit broadband in more than 300 cities
In recent years, the network speed up and fee reduction is a hot topic of social concern. In recent three years, the government work report mentioned the work of network speed up and fee reduction, and also assigned the corresponding tasks.
The executive meeting of the State Council reiterated the need to further promote the network speed up and cost reduction, and put forward a number of measures.
First, speed up network upgrading and expansion as an important focus to expand effective investment. This year, more than 90% of FTTH access ports will be realized, and Gigabit broadband access networks will be deployed in more than 300 cities, pushing fixed and mobile broadband into the era of Gigabit. In view of the weak links in rural and remote areas, more than 600000 4G base stations were expanded and newly built throughout the year, and the coverage rate of administrative villages in China exceeded 98%.
Second, we should focus on enhancing the network capacity of industrial Internet, education, medical and other key areas, and increase effective investment. We will strengthen the construction of special industrial Internet lines. Within this year, the broadband network access rate of primary and secondary schools in China will reach 97%, with 100 megabit access capability. We will promote full coverage of the private networks of hospitals at or above the county level and the Medical Association.

The increase of network speed and the reduction of network fees are not only related to the promotion of effective investment and consumption, the expansion of employment and the development of new momentum of digital economy, but also can bring real convenience and benefits to the people in the field of telecommunication services.
In addition to the two measures mentioned above, the executive meeting of the State Council also proposed to implement the requirement of reducing tariff. We will promote basic telecom enterprises to reduce the average broadband tariff of small and medium-sized enterprises by 15% in the year by reducing the tariff price, increasing the speed and upgrading free of charge, and take multiple measures to reduce the average broadband tariff of mobile traffic by more than 20% through the implementation of GSP package, substantially reducing the unit price of traffic outside the package, and promoting the "floor price" tariff for low-income and elderly groups; Promote the reduction of roaming fees between the mainland and Hong Kong and Macao by 30%.
In addition, before the end of November this year, we should fully implement the "number carrying network transfer" across the country and make in-depth preparations. Strictly investigate the unauthorized increase of handling conditions.
The meeting made it clear that it is necessary to clean up and standardize the set-up of packages, reduce the number of packages currently on sale by more than 15% within the year, and promote the solution of the problems of large number, incomprehensibility and difficult choice, so as to give consumers more benefits.
In fact, since the proposal of raising speed and reducing fees, China has achieved certain results. The Ministry of industry and information technology previously released the "interpretation of the statistical bulletin of the communications industry in 2018" mentioned that the comprehensive price index of telecommunications fell by 56.7% year on year, ahead of the target task of increasing network speed and reducing charges.
Zhai ruiruirui believes that the most direct benefit for consumers is to reduce the monthly concerns about traffic, speed limit and expenses, and reduce the bad experience caused by network problems.
