In order to maintain the operation order of rail transit and ensure the operation safety of rail transit, Beijing Municipal Transportation Commission revised the "passenger code of Beijing Rail Transit" (hereinafter referred to as the "passenger code") and formulated the "Implementation Opinions on recording bad personal credit information on uncivilized riding behavior of rail transit" (hereinafter referred to as the "implementation opinions"), which was officially implemented on May 15 Release and implementation.
Previously, the "passenger code" and "implementation opinions" were open to the public for opinions, which received extensive attention and active participation from the public. Some constructive opinions were fully adopted. The implementation of "passenger code" and "implementation opinions" will further strengthen the punishment of uncivilized behaviors in rail transit, which has been unanimously affirmed by the general public.
In order to adapt to the current development and operation needs of rail transit in our city, the passenger code has been adjusted accordingly. On the one hand, it added the following contents: no eating in the carriage, one person occupying multiple seats at the same time, privately posting hanging items, promoting products or engaging in marketing, and using folding bicycles, automatic balancing cars and all kinds of scooters in stations and carriages; On the other hand, the original funds have been modified, and the contents such as banning smoking e-cigarettes, staying in the evacuation passageway for a long time, enjoying the cool, lying down, using forged and altered tickets and violating escalators, passageways and other prohibited signs have been added.
In addition, in order to ensure the implementation effect of the passenger code, the implementation opinions are formulated, which mainly embodies four aspects
First, uncivilized travel behavior of recording personal bad credit information, including fee evasion, seat occupation, eating on the train, marketing and loud playing of video music;
The second is the relevant governance measures. For those who refuse to listen to the dissuasion and stop of uncivilized riding behavior, the subway operation unit has the right to refuse to provide riding service and report to the public security and traffic law enforcement departments. The municipal traffic law enforcement department will record their personal bad credit information, and the public security organs will deal with it according to law;
The third is the relevant remedial measures. Because of uncivilized riding behavior, the actor who records bad personal credit information can actively participate in rail transit volunteer service to repair bad information;
Fourth, information review. If a natural person thinks that personal bad credit information is wrong, he can apply to the municipal traffic law enforcement department for personal bad credit information review, which will check and deal with it.
