Chapter II Registration
Article 10 if a motor vehicle fails to obtain a motor vehicle number plate, a motor vehicle driving license or a motor vehicle registration certificate, the owner of the motor vehicle shall fill in the application form for motor vehicle registration, apply for registration with the vehicle administration office of the place where the owner of the motor vehicle is located with the following information, and submit the vehicle for inspection:
（1） Identification of the owner of the motor vehicle;
（2） Standard photos of vehicles applying for registration;
（3） Certificate of origin of motor vehicles, except for vehicles under customs supervision;
（4） The factory certificate of domestic motor vehicles; the import certificate of imported motor vehicles;
（5） Tax payment certificate or tax exemption certificate of vehicle purchase tax.
Article 11 the vehicle management office shall register the following items when registering:
（1） The name or unit name, identification number or unit code, address, postal code and contact number of the owner of the motor vehicle;

（3） Relevant technical data of motor vehicles;

（4） The domicile of the owner of the motor vehicle is not within the jurisdiction of the vehicle administration office;
（5） Motor vehicles are smuggled, without import certificate, illegally assembled or assembled by using imported key parts, or copy the catalogue of domestic vehicles;
（6） The motor vehicle has not obtained the national production license;
