Public appearance of criminals in Suyuan case

Many people must have seen Suyuan's film. After watching it, do you shed tears? Zhao Douchun, the archetypal character of the movie "Suyuan", is about to be released from prison. However, South Korean media reported earlier that his psychological test results showed that he was highly likely to commit a crime again after he was released from prison, which aroused the concern of South Korean people. Subsequently, the Ministry of justice of South Korea announced that from March 21, one-to-one surveillance will be implemented against Zhao Douchun, a class of dangerous persons who have a previous record of sexually assaulting minors and may commit the crime again, commonly known as the "Zhao Douchun act".

However, the specific provisions of the bill can not eliminate the anxiety of the public, because it stipulates that the initial time of one-to-one surveillance is only six months, and a report will be issued after six months, and it will be submitted to the relevant committee to decide whether to continue, and the longest time of such one-to-one surveillance can not exceed seven years. More importantly, there are opposition voices that the implementation of such a patchwork law is a waste of government budget and labor costs.

To this end, the South Korean media decided to break the Convention and make public the true appearance of Zhao Douchun.

Zhao Douchun will be monitored one on one after he is released from prison

It is worth mentioning that in April 2010, South Korea revised and passed the second regulation of Article 8 of the special punishment law for specific violent crimes, allowing public power departments to disclose the appearance of felons. According to the principle of non retroactivity, previous cases are not applicable to this provision. Therefore, in the case of Suyuan, which happened in 2008, the true face of its criminal, Zhao Douchun, is believed to never be disclosed.

After learning that Zhao Douchun was about to be released from prison, there was a heated discussion about whether to disclose his true appearance.

On the evening of April 24, South Korea's MBC television station disclosed the true appearance of the Su Yuan case murderer Zhao Douchun in the program "real exploration team". The program group said that after thinking over and over again, they thought that national security was greater than the criminal portrait right, so they decided to make it public. In fact, it is up to the judge to decide whether and when to disclose the true appearance of the felons. The implication is that in order to make the people more vigilant, they have made actions beyond their rights.

It can be seen that the true appearance of Zhao Douchun disclosed by the program group comes from the sketch of the suspect when the police handled the case, rather than a recent photo of Zhao Douchun.

It is understood that in 2008, Zhao Douchun dragged an 8-year-old girl to the toilet and sexually assaulted her, which caused an uproar. Although the Korean people demanded that Zhao Douchun be severely punished, the court sentenced him to 12 years' imprisonment the next year on the ground that he was in a weak state of self-control when he committed the crime. At present, Zhao Douchun is less than 600 days away from prison.

Zhao Douchun has been receiving psychotherapy for more than ten years in prison, but recent psychological test results show that he is still likely to commit a crime again after he is released from prison. However, the current Korean law can no longer increase Zhao Douchun's sentence. Therefore, the Ministry of justice is considering adding another 100 hours of psychotherapy course to Zhao Douchun after he is released from prison.

The CHO Doo Chun bill, enacted by the South Korean government at the beginning of last year, was passed through the parliament on February 28 this year and has been formally implemented since March 21. According to the bill, criminals who have sexually assaulted minors will continue to be monitored one-on-one after they are released from prison.
