Public institutions are generally public welfare institutions set up by the state, but they do not belong to the government, which is different from civil servants. 1. Normal retirement: those who have reached the age of 60 for men, 55 for women cadres and 50 for women workers, and have worked continuously for 10 years (including converted working years, the same below) shall retire.
2. There are three types of early retirement: one is disabled due to work and totally incapacitated; the other is disabled due to illness or non work and unable to work normally or completely incapacitated, 50 years old for male and 45 years old for female, with 10 years of continuous service; the third is special type of work (underground, high temperature, high altitude, extremely complex type of work, toxic and harmful type of work), 55 years old for male and 45 years old for female, with 10 years of continuous service.
3. Resignation: totally losing the ability to work and not having the conditions for retirement.
4. Article 89 stipulates that after retirement, civil servants shall enjoy the pension and other benefits prescribed by the state. The State shall provide them with necessary services and assistance for their life and health, and encourage them to give full play to their personal expertise and participate in social development.

Article 88 if a civil servant meets one of the following conditions, he may voluntarily apply for early retirement with the approval of the appointment and removal organ:
（1） Having worked for more than 30 years;
（2） Less than five years from the retirement age stipulated by the state, and working for more than 20 years;
（3） Other circumstances that meet the requirements of the state for early retirement.
