（1） Get and fill in one copy of the approval form for change, transfer, modification, suspension and scrapping of motor vehicles, fill in according to the requirements of the column of the form, affix the same seal as the original registration, and hand in the owner's ID card for private cars.
（2） The registration and acceptance post of vehicle management division of traffic police detachment shall be submitted to the inspection agent for examination, and the transfer shall not be handled in case of any of the following circumstances:

4. 5. Failing to participate in the regular inspection or failing to pass the inspection.
6. The new car has been in the household for less than three months (less than two years after the initial registration of the imported car, except for the case decided by the court).
7. The people's court notifies that the term of freezing or mortgage has not expired.
8. The controlled purchase vehicle does not have the certificate seal for application for license plate.
9. The import of automobiles is within the period of customs supervision and has not been deregulated.
