According to the Ministry of education, in order to promote the construction of new engineering, new medicine, new agriculture and new liberal arts, strengthen first-class undergraduates, build first-class majors and cultivate first-class talents, comprehensively revitalize undergraduate education, improve talent cultivation ability of colleges and universities, and realize connotative development of higher education, the Ministry of education has decided to comprehensively implement the "six excellence and one top" plan 2.0 and launch the "double ten thousand plan" for the construction of first-class undergraduate majors.

It is reported that the construction of the "double ten thousand plan" will be oriented to all kinds of colleges and universities. Different types of ordinary undergraduate colleges and universities can build first-class undergraduate majors, and encourage classified development and characteristic development
Facing all 92 undergraduate specialties, the first-class undergraduate specialty construction will be carried out annually;
Highlight the demonstration and lead, build new engineering, new medicine, new agriculture, new liberal arts demonstration undergraduate majors, lead and drive universities to optimize the professional structure, and promote the quality of professional construction;
At the same time, we encourage and support universities to build first-class undergraduate majors in serving the national and regional economic and social development.
In addition, the plan is implemented in two steps. The first step of the submitted major is determined as the national first-class undergraduate major construction point; the Ministry of education organizes professional certification, and then determines it as the national first-class undergraduate major.
In terms of construction methods, the Ministry of education requires that the construction of national first-class undergraduate majors should be completed in three years and started in March every year. The list of construction sites should be determined by the online submission of colleges and universities, the submission of summary materials by the competent department of education or colleges and Universities, and the recommendation of the Teaching Steering Committee of colleges and universities, and the results should be published in October of that year.
The provincial first-class undergraduate specialty construction plan is formulated by the provincial education administrative departments. According to the total amount of construction does not exceed 20% of the total number of undergraduate specialty distribution in the administrative region, it is planned in three years. After being reported to the Ministry of education for the record, it is organized and implemented simultaneously with the national first-class specialty construction. Before the end of September of each year, the provincial education administrative departments will report the roll call list of this year's provincial first-class undergraduate specialty construction to the Ministry of education. In October of that year, the list of national first-class undergraduate specialty construction sites will be published together.
Majors selected into provincial first-class undergraduate specialty construction sites are just like those selected into national first-class undergraduate specialty construction sites, which will be announced according to national first-class undergraduate specialty construction sites. The vacant number of provincial first-class undergraduate specialty construction sites can be extended to the next year.

The Ministry of education and provincial education administrative departments strengthen the tracking of the implementation process of the plan, and cancel the professional construction sites that fail to meet the construction quality standards and have serious quality problems.
