The so-called "three certificates in one" refers to the combination of the industrial and commercial business license, organization code certificate and tax registration certificate applied by enterprises in turn, so as to improve the efficiency of market access; "One license and one code" is a further step on this basis. Through "one port acceptance, parallel approval, information sharing and mutual recognition of results", a business license loaded with a unified social credit code can be issued by one department.
The State Council recently approved and transmitted the "overall plan for the construction of a unified social credit code system for legal persons and other organizations" (hereinafter referred to as the "plan") formulated by the development and Reform Commission and other departments. The 2015 "government work report" calls for the establishment of a unified social credit code system, which is an important reform measure to promote the construction of social credit system, and also the basis and premise for further deepening the reform of commercial system and realizing the "three certificates in one" and "one license and one code".
The plan points out that there has been a long-standing phenomenon of "multi code" and "multi code coexistence" in legal persons and other organizations in China, which has brought many problems. The implementation of a unified social credit code system is equivalent to the issuance of a nationwide unified identity card number to legal persons and other organizations.

According to the person in charge, the unified social credit code has 18 digits, which is composed of five parts: registration management department code (1 digit), organization category code (1 digit), administrative division code of registration management organ (6 digits), subject identification code (9 digits using organization code) and check code (1 digit).
The unified social credit code is unique in the whole country, and the 9-digit subject identification code (organization code) is also unique in the whole country. A subject can only have a unified social credit code, and a unified social credit code can only be given to one subject. After the entity is logged out, the code will be retained and the backtracking query function will be retained.
For example, if a subject is transformed from an institution into an enterprise, it is necessary to cancel the institution and establish a new enterprise according to legal procedures. The newly established enterprise is a new subject, which needs to be issued a new unified social credit code.
The uniform social credit code is equivalent to the ID number of legal person and other organizations, and its carrier is the registration certificate of legal person and other organizations. Legal persons and other organizations shall handle relevant matters in government departments, financial institutions and other units on the strength of the registration certificate with the unified social credit code as the legally effective identification materials.
Policy interpretation: old licenses will be suspended at the end of 2017:
The person in charge said that for newly established legal persons and other organizations, the registration administration department (industry and commerce, civil affairs, organization establishment and other departments) will issue a unified social credit code and print it on the registration certificate.
For established legal persons and other organizations, the registration management department first generates a unified social credit code in the background information system, and establishes a 'one-to-one' mapping relationship with the existing registration code, and then gradually issues the unified social credit code to legal persons and other organizations by changing the license. The unified social credit code is printed on the new registration certificate.
After the implementation of the plan, all relevant departments should complete the transition from the existing code to the unified code as soon as possible. For departments that are difficult to complete in the short term, a transitional period can be set up to complete by the end of 2017.
During the transition period, the unified code will coexist with all kinds of existing codes, and the registration management departments will establish the mapping relationship between the unified code and the old registration code as soon as possible, so as to ensure that the information can be shared on national information platforms such as the national unified credit information sharing and exchange platform, and at the same time, the legal persons and other organizations that have been established before the implementation of the plan will be issued with unified codes to gradually complete the storage Quantity code and registration certificate conversion. The old registration certificate that has not been converted can continue to be used during the transitional period.
After the end of the transition period, the organization code certificate and the old registration certificate issued by the registration management department will be replaced by the new registration certificate issued by the registration management department with the unified code as the code.
According to the plan, there is no charge for issuing unified social credit code and registration certificate for newly registered legal persons and other organizations, and for renewing unified social credit code and registration certificate for registered legal persons and other organizations.
