According to the "measures for the administration of food hygiene license" issued by the Ministry of health in December 2005, any unit or individual engaged in food production and marketing activities shall report to the administrative department of health, and go through the application procedures for the hygiene license according to the regulations; only after the examination and approval of the administrative department of health can they engage in food production and marketing activities.
The food producers who have obtained the food production license need not obtain the food circulation license when they sell the food they produce in their production places; the catering service providers who have obtained the catering service license sell the food they produce and process in their catering service places.
