According to the Hebei Provincial Department of industry and information technology, in 2018, Hebei Province took the promotion and application of new energy vehicles as an important measure to improve the atmospheric environment quality, cultivate new industries, and promote the transformation of new and old kinetic energy. The development and promotion of new energy vehicle industry has achieved positive results.
In 2018, a total of 37563 new energy vehicles (equivalent to 69347 standard vehicles) were promoted in Hebei Province, accounting for 231% of the province's total tasks (according to standard vehicles). Among them, 2150 new energy buses, 126 taxis, 32823 private cars, 1986 logistics cars, 46 sanitation cars and 432 other cars were promoted and applied. The 11 cities divided into districts, Dingzhou and Xinji all exceeded the annual task of promoting new energy vehicles.
The scale of popularization and application is expanding. As of December 2018, a total of 87555 new energy vehicles have been registered in Hebei Province, with an average annual growth of more than 15000 in the past three years, with an average growth rate of more than 80%, maintaining a rapid growth trend. From January to November 2018, the output of new energy vehicles in Hebei Province reached 21587, exceeding 20000 for the first time, with a year-on-year growth of 2.5 times. The company has 36 new energy vehicle manufacturers with an annual production capacity of 366000 vehicles and an annual power battery production capacity of 950 million ampere hours. The industrial system has been gradually established and the industrial chain has been initially formed. The products cover pure electric buses, hybrid electric buses, pure electric cars and other fields. Shijiazhuang Zhongbo new energy bus, Hebei Yinlong new energy lithium titanate power battery, Cangzhou pearl power battery diaphragm, Zhangjiakou yihuatong hydrogen fuel power battery have reached the advanced level of domestic similar products.
Charging infrastructure continues to advance. By the end of 2018, a total of 2561 charging stations and 66298 charging piles had been built in Hebei Province (including 31078 public piles and 35220 self provided piles). In 2018, 541 charging stations and 27214 charging piles will be built (including 8020 public piles and 19194 self provided piles). The Department of housing and urban rural development of Hebei Province has strict requirements on the proportion of charging facilities. The policy guarantee system is improving day by day. Hebei Provincial Department of finance increased the financing of provincial financial subsidies and allocated subsidies for the promotion and application of new energy vehicles to all cities. Hebei Provincial Department of industry and information technology took the lead to carry out two batches of central 2016, 2017 and previous years of new energy vehicle promotion and application subsidy fund liquidation declaration work, with a total of 908 million yuan of central subsidy fund applied to six new energy vehicle manufacturing enterprises including Great Wall Motor. Hebei Provincial Department of commerce actively encourages the sale of new energy vehicles by means of financial leasing, and gradually improves the confidence and motivation of financial leasing enterprises to participate in the development of new energy vehicles. Hebei provincial taxation bureau vigorously implemented the preferential tax policies on the use of new energy vehicles and ships. In 2018, all 11 cities divided into districts in Hebei Province, Dingzhou and Xinji will launch special license plates for new energy vehicles. Actively promote the electrification of public transport. From January to November 2018, more than 1600 new energy buses were purchased in Hebei Province, and more than 16000 new energy buses have been promoted. The number of new energy buses accounts for more than 50% of the total number of urban buses in Hebei Province.
