On the morning of March 5, Hainan provincial government held a press conference in Haikou to officially release the "Hainan clean energy vehicle development plan" (hereinafter referred to as the "plan"). The plan puts forward three phased goals in 2020, 2025 and 2030: public service sector will strive to achieve clean energy by 2020; social operation sector will strive to achieve clean energy by 2025; private sector in the whole island will add and replace new energy vehicles, accounting for 100% by 2030, and the province will ban the sale of fuel vehicles.

Shen Xiaoming, deputy to the National People's Congress, pointed out that the reason why Hainan wants to make great efforts to develop clean energy vehicles is mainly from the perspective of ecological environment protection. Taking PM2.5 as an example, he pointed out that the contribution of fuel vehicles to PM2.5 in Hainan Province is relatively large, and the contribution rate of the whole province is about 35%. In our island, 35% of PM2.5 comes from vehicle emissions, and in some seasons, 50% of PM2.5 in some cities. Therefore, for Hainan Island, the promotion of clean energy vehicles will play a greater role in improving the ecological environment.

Can Hainan still buy fuel vehicles?

At present, it is possible! In 2020, the government and state-owned enterprises will purchase clean energy vehicles in principle, while in 2025, units other than the government and state-owned enterprises will purchase clean energy vehicles in principle. In 2030, the island wide clean energy vehicles will be implemented, basically realizing the full coverage of clean energy vehicles.

Why should Hainan take the lead in promoting it?

First, clean energy accounts for a relatively high proportion in Hainan's current energy structure; second, Hainan is an independent geographical unit, which is relatively small in terms of road traffic with the outside world, which is easy to manage; third, Hainan's average temperature is relatively high, the seasonal temperature difference and the day night temperature difference are relatively small, and the climate is close to the best operating temperature of new energy vehicle batteries.

In addition, we should pay attention to the fact that although Hainan expressway is free of charge, fuel surcharge has been paid when purchasing gasoline. This is the highway cost. If you buy new energy vehicles, it is equivalent to that you don't have to pay highway fees in Hainan.
