When buying second-hand cars, although the vehicle inspection has been done, there is no inevitable connection between the transfer of second-hand cars and the annual inspection of vehicles. The annual inspection time of vehicles is determined according to the vehicle model and the number of years of purchase. Does second-hand car transfer need vehicle inspection? How to handle the annual inspection procedures?
1、 Regulation of annual inspection time. According to the regulations for the implementation of the traffic safety law, motor vehicles shall be subject to safety technical inspection within the following time limit from the date of registration:
（1） The passenger car shall be inspected once a year within 5 years and once every 6 months if it has been operated for more than 5 years;
（2） Cargo vehicles and large and medium-sized non operating passenger vehicles shall be inspected once a year within 10 years, and once every 6 months if they are more than 10 years;
（3） Small and micro non operating passenger vehicles shall be inspected once every two years within six years; once every year if they are more than six years; once every six months if they are more than 15 years;
（4） Motorcycles shall be inspected once every two years within four years; motorcycles exceeding four years shall be inspected once a year;
（5） Tractors and other motor vehicles are inspected once a year.
2、 Handle the annual inspection procedures.
1. According to the measures for registration of motor vehicles, the owner of a motor vehicle may, within three months before the expiration of the validity period of the motor vehicle inspection, apply to the vehicle administration office at the place of registration for the inspection conformity mark.
Before applying, the owner of the motor vehicle shall complete the handling of the illegal acts and traffic accidents involving the vehicle. At the time of application, the owner of the motor vehicle shall fill in the application form and submit the driving license, compulsory insurance certificate for motor vehicle traffic accident liability, vehicle and vessel tax payment or tax exemption certificate, and motor vehicle safety technical inspection certificate.
The vehicle management office shall, within one day from the date of acceptance, confirm the motor vehicle, examine the submitted certificates and certificates, and issue the inspection mark.
2. New regulations for annual inspection: since September 1, 2014, the exemption system for non operating cars and other small and micro passenger vehicles (excluding vans, vehicles with 7 seats and above) within 6 years shall be implemented. During this period, after providing the certificate of compulsory insurance, vehicle and vessel tax payment or exemption certificate every two years, directly apply to the public security traffic management department for the inspection mark.
3、 Regulations on annual inspection of vehicle transfer. Where the transfer registration is applied for, the current owner of the motor vehicle shall fill in the application form, hand in the motor vehicle for inspection, and submit the following certificates and certificates:
（1） Identification of the current owner of the motor vehicle;
（2） Certificate and certificate of transfer of ownership of motor vehicle;
（3） Motor vehicle registration certificate;
（4） Motor vehicle driving license;
（5） For motor vehicles under customs supervision, the certificate of the people's Republic of China on the deregulation of vehicles under customs supervision or the transfer certificate approved by the customs shall also be submitted;
（6） As for the motor vehicles beyond the inspection validity period, the certificate of conformity of motor vehicle safety technical inspection and the certificate of compulsory insurance for traffic accident liability shall also be submitted.
Therefore, if the vehicle does not exceed the inspection period at the time of transfer, it is not necessary to carry out inspection, and the annual inspection shall be carried out when the inspection period of validity expires.
