Recently, the official website of the Ministry of housing and urban rural development issued a notice on soliciting public opinions on 38 mandatory construction specifications in the field of housing and urban rural construction, including the specifications for urban and rural water supply projects. Among them, article 2.4.6 of the second part of the code for housing projects (Draft for comments) points out that residential buildings should be traded in the area of use within the set.

This is the first time that the Ministry of housing and urban rural development clearly stated in the official documents that the housing should be traded by the area within the housing.

In fact, most of the pricing units of international house transactions are what you see is what you get. Although there is no uniform regulation in China, the building area pricing is generally used in the actual operation.

According to the code for real estate survey implemented in 2000, the shared public building area is:

This means that not only elevators, corridors, foyers, but also a part of the gate guard room will be paid by the buyer. For example, if you buy a house of 100 square meters, the actual living area is only 70 square meters, which is the shared area.

In recent years, with the rise of house prices, some developers take the opportunity to push up the proportion of public shares. According to previous media reports, some real estate developers have frequently come up with the idea of "buying 100 square meters to get 70 square meters" for profit, and the proportion of shared area of individual commercial houses even exceeds 50%.

Some media pointed out that since our country entered the era of commercial housing in 1998, the area of public stall has been criticized because it is not in line with international practices and the existing laws and regulations do not set a ceiling.

In fact, as early as 2002, Chongqing has made clear regulations and requirements on the pricing method of commercial housing. In June of that year, the Standing Committee of Chongqing People's Congress passed the regulations on the administration of urban real estate transactions in Chongqing. The regulations require that commercial housing be sold on the spot and in advance, with the built-in floor area as the pricing basis, and the commercial housing sales contract and the commercial housing certificate shall specify the shared parts and facilities.

As for the "residential buildings should be traded with the use area in the set" in the draft of the Ministry of housing and urban rural development. Zhang Dawei, chief analyst of Zhongyuan Real estate, thinks that whether the in set pricing policy has no effect on the actual cost of house purchase for the buyer, the main impact is on some developers who sell houses with low yield on the sidelines of the policy. In addition, for buyers, property fees and other fees derived from the construction area may also be reduced.

Zhang Dawei said that it should be noted that the smaller the shared area is, the better, not included in the area price, which means that developers can also increase the unit price within the set. In addition, if developers squeeze the shared area excessively, it will lead to the reduction of community quality, including the reduction of public areas such as corridors, clubs and lobbies.

In addition, Zhang Dawei also said that this is only a project construction specification for public consultation, which is still far away from the official document. Even if it becomes a formal document, it is not sure whether it is a recommended standard or a mandatory standard. The biggest impact of the valuation of the built-in area is the sale of the future houses. For the existing houses and the second-hand houses, the buyers are more likely to price them. From the perspective of price calculation in sets, Chongqing and other cities have already landed in China, which is indeed more conducive to buyers and reduces the gray benefits for developers.

Yan Yuejin, director of research at the think tank center of Yiju Research Institute, thinks that in the past, only Chongqing had this policy when calculating the area within the condominium. From the perspective of the buyer, the shared area is only a subsidiary facility, mainly referring to the specific residential area, which is the so-called one is one, two is two.

If the area inside the apartment is relatively small, people will not buy a house if they don't think it's cost-effective.
