We have reached the following consensus: computer knowledge is an indispensable and important part of the knowledge structure of contemporary intellectuals.

Since the early 1990s, the second computer popularization climax has been set off in China. If the first climax is mainly aimed at intellectuals with a higher education level than university, then the second climax has been extended to the majority of public servants, enterprise managers and general intellectuals with a higher education level than high school, including all the personnel in the organs, groups, schools and enterprises. The range of objects involved is much wider than the first wave of computer popularization. This popularization has the characteristics of occupation and post, and the ability to apply computer has become an important condition for people to apply for jobs. All departments around the country have formulated the requirements on computer for staff in promotion, title and work assessment, and required to pass the corresponding computer level examination. The popular content is mainly word processing and some commonly used application software.

After the second wave of computer popularization, we have narrowed the gap with developed countries in the field of computer application, and we should have a sufficient estimate of the achievements in computer popularization in this decade.

Just entering the 21st century, people have clearly seen a new upsurge of computer popularization in China. The popularity of this climax is aimed at all people with culture.
