The provisional measures has made it clear that the service charge of bank acceptance bill belongs to the category of government guided price. According to the definition of government guided price, the local bill network believes that the service charge of bank acceptance bill can be floating, but the scope of floating is within the authority of the issuing unit, and the acceptance bank can directly ask for instructions from the relevant higher authorities.
