On January 23, 2019 Beijing time, the Ministry of human resources and social security of the people's Republic of China announced the first batch of enterprises in arrears in 2019, including 1 in Chongqing, 2 in Zhejiang, 4 in Yunnan, 2 in Xinjiang, 3 in Shanxi, 1 in Jiangxi, 2 in Jiangsu, 3 in Jilin, 2 in Hunan, 1 in Guangxi, 2 in Gansu, 2 in Fujian, 1 in Beijing and 4 in Anhui.
It is understood that these employers in the process of employment have serious wage arrears of migrant workers illegal behavior. Among the 30 enterprises listed in the blacklist, 2285 employees were in arrears, involving a total amount of 40487992.71 yuan. Among them, Jiangsu Jinxia Construction Group Co., Ltd. defaulted 3999500 yuan, which also led to group petitions.

According to the Interim Measures for the administration of the 'blacklist' of wages owed to migrant workers and the relevant provisions of joint punishment, these units and relevant personnel will be restricted in accordance with the law in terms of government financial support, government procurement, bidding, production license, qualification review, financing loan, tax preference, transportation, high consumption, etc.
