On the 12 day, the Ministry of human resources and social security issued six centralized adjustment plans for social security benefits in 2019, including retirees' pensions, basic pension and welfare pensions for urban and rural residents, unemployment insurance, work-related injury insurance, and the minimum wage standards of enterprises. So what's the new policy for corporate pensions? The latest adjustment of enterprise pension in 2019.
1. The average enterprise retirement pension is nearly 4000 yuan / month
According to the national requirements, from February 1, 2019, we will continue to adjust the basic pension for enterprise retirees (including retirees and retirees), and this year's adjustment will be based on a growth rate of about 5%.
In 2018, the basic endowment insurance for enterprise employees in the city operated smoothly, with fund income of RMB 1945.44 billion, expenditure of RMB 115.37 billion and balance of RMB 79.17 billion.
In combination with the actual situation of this city, we have formulated the adjustment plan. After adjustment, the per capita growth will be about 210 yuan, which is basically the same as last year. The average level of pension will be raised to nearly 4000 yuan, which is the 26th consecutive increase of enterprise retirees' pension in this city.
This year, we will continue to make adjustments in accordance with the combination of quota adjustment, linkage adjustment and appropriate tilt, especially for retirees with early retirement time, continuous working age and long payment period, so as to further increase the tilt and enable them to enjoy more the fruits of social development.
2. Specific measures for implementation
By the end of 2018, the retirees who have gone through the retirement procedures and received the basic pension monthly will benefit 2.48 million people. The adjustment started in February and was distributed to retirees of enterprises on July 15. The specific methods are as follows:
1、 Fixed adjustment basic pension
For each retiree, 45 yuan will be added each month.
2、 Adjustment of basic pension
（1） Linked to payment period
In 2019, we will continue to implement the method of generally increasing basic pension linked to the payment period, among which, for retirees with payment period of 10 years or more, the payment period will be increased by 3 yuan per month every year.
If the payment period is less than 10 years (excluding the retirees from agricultural to industrial land acquisition), each person will be increased by 30 yuan per month; if the payment period is less than 15 years, each person will be increased by 45 yuan per month.
（2） Linked to pension level
The monthly basic pension of retirees before the end of 2018 will be divided into three categories from high to low, with a monthly increase of 40 yuan for each person above 5270 yuan (including); 50 yuan for each person between 3770 yuan (including) - 5270 yuan; 60 yuan for each person below 3770 yuan. By adopting the way of low-key and high-key, we can ensure that people with low treatment level can increase basic pension appropriately.
At the same time, in order to give consideration to fairness, for a small number of retirees who are lower than the next level after adjustment according to the link with pension level, the difference will be made up. [see Figure 1]

[for example] Mr. Li, 64 years old, has paid for 37 years. His basic pension is 3775 yuan / month.
According to the second level standard in Figure 1, RMB 50 should be increased, and the total amount with the original pension is RMB 3825. However, in December 2018, when the pension of the third level personnel is less than 3770 yuan, it will rise by 60 yuan, and some of them will reach 3830 yuan (3770 + 60), higher than that of Mr. Li's 3825 yuan. Therefore, another 5 yuan will be increased for Mr. Li, so that he will reach the highest 3830 yuan in the third level. In the adjustment linked to pension level, Mr. Li actually increased 55 yuan per month.
In this year's adjustment, Mr. Li increased 211 yuan per month, and the basic pension after adjustment was 3986 yuan per month.
3、 Incline to senior retirees appropriately
In order to further improve their basic living standards, for the retirees with early retirement time and older age, from 2018, the basic pension of enterprise retirees will be adjusted with a moderate inclination to the elderly retirees. In 2019, we will continue to adhere to this practice, and for the elderly retirees who have reached 65 years old or above before the end of 2018, after adjusting according to the above basic pension adjustment method, we will again enjoy the preferential policy of 40-70 yuan.
That is, for retirees aged 65 to 69, an additional 40 yuan per month; for retirees aged 70 to 74, an additional 50 yuan per month; for retirees aged 75 to 79, an additional 60 yuan per month; for retirees aged over 80, an additional 70 yuan per month.
On this basis, this year, an additional 5 yuan per person per month has been added for retirees over 65 years old who have paid for more than 30 years, so as to further incline the retirees with early retirement time, continuous working years and long payment years. [see Figure 2]

In this year's adjustment, Aunt Wang increased 239 yuan per month, and the basic pension after adjustment was 4139 yuan per month.
For example: Mr. Zhang, 80 years old, 40 years old, basic pension is 4900 yuan / month.
In this year's adjustment, Mr. Zhang increased 290 yuan per month, and the basic pension after adjustment was 5190 yuan per month.
First, we will continue to separately adjust the retirement benefits of old workers who took part in revolutionary work before the founding of the people's Republic of China.
At present, the old workers who took part in the revolutionary work before the founding of the people's Republic of China were generally over 80 years old. According to the state regulations, they could enjoy 100% retirement treatment. This adjustment will still be carried out according to the previous methods to take part in the revolutionary work time. That is, from July 7, 1937 to September 2, 1945, each person who took part in the revolutionary work increased 350 yuan per month.
From September 3, 1945 to September 30, 1949, those who took part in revolutionary work increased 320 yuan per person per month. On the basis of the adjustment of the above two standards, they also enjoy the preferential policy for the elderly retirees, which is generally increased by 425 to 395 yuan / month.
Second, we will ensure that retired military cadres, former industrial and commercial personnel, and senior professional and technical personnel will not be lower than the average level of the city's pension after adjustment.
According to the quota adjustment, the adjustment linked to the payment period and the adjustment linked to the pension level, if the basic pension of the above groups is lower than the adjusted average pension level of the city of 3959 yuan / month, it shall be supplemented to the average level.
At the same time, the elderly retirees who have reached the age of 65 or above before the end of 2018 also enjoy the preferential policy for the elderly retirees.
3. Increase of pension for urban and rural residents
In 2019, we will continue to adjust the basic pension of urban and rural residents' basic endowment insurance and the pension standard of old-age security welfare. Per capita of basic pension and welfare pension groups in the whole country increases by 100 yuan per month.
In order to further guarantee and improve people's livelihood, and gradually improve the level of pension security for urban and rural residents, the guidance on establishing a mechanism for determining the treatment of basic pension insurance for urban and rural residents and normal adjustment of basic pension issued by the Ministry of human resources and social security and the Ministry of Finance (HSF [2018] No. 21, hereinafter referred to as the "guidance") and the guidance on improving the basic pension insurance for urban and rural residents nationwide in 2018 are issued In accordance with the spirit of the circular on minimum standards of basic pension and the economic development of the city, and with the approval of the municipal Party committee and the municipal government, the basic pension and old-age security welfare pension standards of urban and rural residents will be adjusted from January 1, 2018.
For those who have already received basic pension and welfare pension, 95 yuan per person per month will be increased. In addition, an additional 10 yuan will be added for those aged 65 and above on December 31, 2018.
The basic pension of urban and rural residents has increased from 610 yuan per person per month to 710 yuan per person per month
The old-age security and welfare pension of urban and rural residents has increased from 525 yuan per person per month to 625 yuan per person per month
The adjustment benefits 866000 urban and rural residents and is expected to be released by the end of July.

4. Minimum wage increased by 120 yuan
According to the national requirements and with the approval of the municipal Party committee and the municipal government, the minimum wage standard in this city is adjusted from 2000 yuan per month to 2120 yuan per month, an increase of 120 yuan. At the same time, the hourly minimum wage for part-time employees will be increased from 22 yuan per hour to 24 yuan per hour; the hourly minimum wage for part-time employees on statutory holidays will be adjusted from 52.6 yuan per hour to 56 yuan per hour.
This adjustment will be implemented from February this year.
Increase of unemployment insurance benefits by 244 yuan
In order to improve the income level of the unemployed and guarantee their basic life, according to the economic and social development of this Municipality, according to the principle of "the unemployment insurance standard of Beijing Municipality shall be lower than the minimum wage standard of this Municipality and higher than the minimum life security standard of urban residents" and the Ministry of human resources and social security In accordance with the requirements of the guidance of the Ministry of Finance on the adjustment of unemployment insurance benefits standard, considering the actual adjustment of the minimum living security standard and minimum wage standard of urban residents in this year, the unemployment insurance benefits standard in 2018 will be increased by 244 yuan per file on the current basis.
Among them, if the accumulated payment time is more than one year but less than five years, the monthly payment standard of unemployment insurance benefits is 1536 yuan;
If the accumulative payment time is more than 5 years but less than 10 years, the monthly payment standard of unemployment insurance benefits is 1563 yuan;
If the accumulated payment time is more than 10 years but less than 15 years, the monthly payment standard of unemployment insurance benefits is 1590 yuan;
If the accumulated payment time is over 15 years but less than 20 years, the monthly payment standard of unemployment insurance benefits is 1617 yuan;
If the accumulated payment time is more than 20 years, the monthly payment standard of unemployment insurance benefits is 1645 yuan.
This adjustment will be implemented from February 2019.
The city continues to adjust the regular treatment of the injured
According to the relevant provisions of the regulations on work related injury insurance of the State Council, since 2017, the disability allowance, living care fee and the pension for supporting relatives of the disabled and disabled due to work-related injuries have been adjusted year by year. In 2019, the city will continue to adjust the regular treatment of work-related injury insurance as follows:
Adjust the range. The scope of this adjustment is to provide for the injured (excluding the retirees who receive basic pension), the injured who enjoy the treatment of living care expenses and the deceased who enjoy the treatment of supporting relatives pension before December 31, 2018.
Adjust the disability allowance for workers at level 1 to 4. According to the level of disability, each person increases each month: 355 yuan for the first level disability, 330 yuan for the second level disability, 305 yuan for the third level disability and 280 yuan for the fourth level disability.
Adjust the pension for dependent relatives. For the adjustment of the pension for the dependents of the deceased, 185 yuan per person per month will be increased.
The adjustment of the disability allowance for the injured and the pension for the dependent relatives of the deceased shall be implemented from February 2019.
Adjust the living and nursing expenses of the injured. For the adjustment of living nursing expenses, the nursing expenses that can't take care of themselves at all are adjusted to 4233.5 yuan; the nursing expenses that can't take care of themselves at most are adjusted to 3386.8 yuan; and the nursing expenses that can't take care of themselves are adjusted to 2540.1 yuan.
The adjustment of living and nursing expenses for the injured shall be implemented from February 2019.
Adjust the disability allowance for level 5 and level 6 workers. The employer shall increase the disability allowance for the level 5 and level 6 workers who are not arranged to work by the employer, and the increase per person per month shall not be less than 180 yuan.
