Beijing's latest restrictions:
In order to consolidate the effect of air pollution control, reduce the emission of vehicle pollutants, and continuously improve the air quality of the capital, the municipal government decided to continue to implement the regional traffic restriction management measures during the peak hours of working days (excluding Saturdays and Sundays which are adjusted to work due to the legal holidays) from April 9, 2018 to April 7, 2019. The relevant matters are hereby notified as follows:
1、 The official vehicles of the central state organs, the party and government organs at all levels of the city, the central government and the social organizations, institutions and state-owned enterprises affiliated to the city shall be stopped for one day a week (0-24 o'clock) according to the tail number of the license plate, and the scope is the roads in the administrative region of the city.
2、 According to the relevant provisions of the road traffic safety law of the people's Republic of China and the regulations of Beijing Municipality on the prevention and control of air pollution, in addition to the motor vehicles within the scope of the first article above, other motor vehicles in the city shall implement the traffic control measures for the peak period of the working day according to the tail number of the license plate. The time limit is from 7 to 20, and the range is within the Fifth Ring Road (excluding the Fifth Ring Road).
3、 The tail number (including temporary number plate) of the license plate of the motor vehicle limited to traffic according to the above requirements is divided into five groups, and the restricted days are changed every 13 weeks, as follows:
（1） From April 9, 2018 to July 8, 2018, the tail numbers of license plates of restricted motor vehicles from Monday to Friday are respectively: 4 and 9, 5 and 0, 1 and 6, 2 and 7, 3 and 8 (if the tail numbers of motor vehicle license plates are English letters, they shall be managed as 0, the same below);
（2） From July 9, 2018 to October 7, 2018, the tail numbers of license plates of restricted motor vehicles from Monday to Friday are: 3 and 8, 4 and 9, 5 and 0, 1 and 6, 2 and 7 respectively;
（3） From October 8, 2018 to January 6, 2019, the tail numbers of license plates of restricted vehicles from Monday to Friday are: 2 and 7, 3 and 8, 4 and 9, 5 and 0, 1 and 6, respectively;
（4） From January 7, 2019 to April 7, 2019, and Monday to Friday, the tail numbers of license plates of restricted vehicles are: 1 and 6, 2 and 7, 3 and 8, 4 and 9, 5 and 0 respectively;
4、 The following motor vehicles are not subject to the above measures:
（1） Police cars, fire trucks, ambulances, engineering rescue vehicles;
（2） Public electric vehicles, inter provincial long-distance passenger vehicles and large buses, taxi (excluding rental vehicles) with No. B section of Beijing, minibuses, special post vehicles, vehicles with operation certificates of tourist buses issued by the municipal traffic management department, unit buses and school buses approved by the municipal public security traffic management department;
（3） Administrative law enforcement vehicles and special operation vehicles for obstacle removal with uniform body paint and official duties;
（4） Special operation vehicles for sanitation, garden and road maintenance, funeral vehicles for funeral parlors;
（5） Vehicles with a 'make' prefix and vehicles approved for temporary entry;
（6） Pure electric passenger car (a passenger car driven by an electric motor with rechargeable battery as the only power source).
5、 The traffic management of motor vehicles entering Beijing from other provinces, districts and cities shall be carried out in accordance with the relevant provisions of Beijing Municipal Transportation Commission, Beijing Municipal Environmental Protection Bureau and Beijing Municipal Public Security Bureau.
