Since this year, the air quality of Zhengzhou has been improving, but according to historical data, autumn and winter are special periods of heavy pollution.
At the press conference, Zhao Kai, deputy director of Zhengzhou Environmental Protection Bureau, introduced that Zhengzhou will promote the phenomenon of single and double numbers. The specific operations are as follows: according to the last Arabic number (the last number is the final one if the tail number is English letters) of vehicle number plate (including temporary number plate and non local number plate), the single and double number two-day driving will be carried out.
The details are as follows: the vehicles with the tail number of the number plate (1, 3, 5, 7, 9) are driven on the road on a single day; the vehicles with the tail number of the number plate (2, 4, 6, 8, 0) are driven on the road on a double day.
The restricted traffic area is all roads within the Fourth Ring Road in the East, Fourth Ring Road in the south, Fourth Ring Road in the West and Fourth Ring Road in the North (excluding this road and Lianhuo Expressway in the area).
The time limit is from November 21, 2018 to December 31, 2018, from 7:00 to 21:00 every day.
It should be noted that the Circular of Zhengzhou Municipal People's Government on the implementation of motor vehicle restriction measures (Zheng Zheng Tong [2017] No. 42) has been suspended from November 21, 2018 and resumed from January 1, 2019.
These vehicles are unrestricted
In order to ensure the normal operation of urban production and life, the following motor vehicles are not subject to the above measures:
1. Military vehicles, police vehicles, fire engines, ambulances, engineering rescue vehicles;
2. Large bus, medium bus, taxi, school bus, special vehicle for the disabled;
3. All kinds of administrative law enforcement vehicles and special vehicles for road clearing with uniform identification and tasks painted on the body appearance;
4. Environmental sanitation, garden, environmental protection, Municipal Administration (including sludge transportation), heat, water supply, power supply, gas supply, oil supply, communication, post (including newspaper distribution, express delivery), pledge, insurance survey, news interview, medical waste transfer and other special vehicles with uniform marks painted on the body appearance;
5. Funeral vehicles of funeral parlor.
In addition, new energy vehicles with special license plates of new energy vehicles are not subject to the above measures.
If the vehicles used for weddings and funerals or the vehicles used for the transportation of the critical patients violate the traffic restriction regulations and are investigated and punished, the situation may be explained to the traffic police department, and if it is verified to be true through investigation, no punishment shall be given.
All kinds of freight cars (including new energy freight cars) shall comply with the provisions of this circular as well as other restrictions and prohibitions on freight cars in Zhengzhou city. Trucks with passes shall comply with this traffic restriction at the same time.
For vehicles driving on the road in violation of the provisions of this circular, the traffic management department of the public security organ will punish them according to law through video surveillance and snapshot and road inspection by the police.

According to the requirements of action plan for comprehensive control of air pollution in autumn and winter of 2018-2019 in Zhengzhou, the time for action is from October 1, 2018 to March 31, 2019.
Specific annual target: in 2018, the average concentration of PM2.5 in the city is no more than 66 μ g / m3, the average concentration of PM10 is no more than 115 μ g / m3, and the number of excellent days in the urban area is more than 200 days; the annual air quality ranks the 20th after the withdrawal of 169 prefecture level and above cities in China.
