First of all, we should judge whether our own conditions are in line with: 1. There are funds suitable for the retail business of tobacco products; 2. Fixed business places; 3. The reasonable layout of local tobacco product retail outlets; 4. Other conditions stipulated by the tobacco monopoly administrative department of relevant departments. 2、 Required materials: non new companies need to submit: 1. Copy of legal person id card 2. Copy of business license 3. Copy of appropriate capital certificate (copy of passbook) 4. One inch photo 5. House certificate (house property certificate or rental agreement or house certificate issued by Street Office). The newly established company shall submit 1. Application form for newly established tobacco monopoly license; 2. Supporting documents for the establishment of the enterprise, among which the production and operation enterprise of tobacco products shall submit the documents approved by the State Tobacco Monopoly Bureau for the establishment of the enterprise; 3. Appointment documents and identity certificates of the legal representative; 4. Duplicate of the business license for Industry and commerce or notice of pre approval of the enterprise name; 5. For new retail business, it is required to submit: 1. Application form for new tobacco monopoly license; 2. Identity certificate of individual business, legal representative or person in charge of the enterprise; 3. House ownership certificate or house lease agreement; 4. Other materials required by the approval authority.

In case of application for change, the following materials shall be provided: 1. Application form for change of tobacco monopoly license; 2. Certification materials related to change matters; 3. Original and duplicate of original license; 4. Duplicate of industrial and commercial business license; 5. Other materials required by the approval authority

If it is still necessary to continue production and operation after the expiration of the license period, the holder shall apply for extension 30 days before the expiration of the license period and submit the following materials: 1. Application form for extension of the tobacco monopoly license; 2. Original and duplicate of the original license; 3. Duplicate of the industrial and commercial business license; 4. Other materials required by the approval authority. Note: when applying for the extension of retail license, a valid house ownership certificate or house lease agreement shall also be submitted.
