How to apply for passport when studying abroad for the first time
As long as a Chinese citizen applies for a general passport in China (he / she shall apply for a general passport when studying abroad at his / her own expense), he / she shall submit the following authentic and effective materials to the exit and Entry Administration of the public security organ of the local people's government at or above the county level where his / her household registration is located:
（1） A recent bareheaded photo and a completed application form for Chinese citizens to go abroad for private purposes;
（2） The resident ID card and household register and their copies can be submitted during the period of receiving, replacing and replenishing the resident ID card;
（3） Citizens under the age of 16 shall be accompanied by their guardians, who shall submit their opinions on approval of leaving the country issued by their guardians, their resident identity cards or household register, passports and copies thereof;
（4） A state functionary shall, in accordance with the relevant regulations, submit a certificate of approval for leaving the country issued by his or her subordinate work unit or the competent unit at a higher level after examination and approval in accordance with the authority of personnel management;
（5） Other materials required to be submitted by the exit and Entry Administration of the public security organ of the local people's government at the provincial level and approved by the exit and Entry Administration of the Ministry of public security.
When an active serviceman applies for a common passport, he / she shall, after fulfilling the formalities of application for approval according to the limits of his / her administrative authority, submit the application to the exit entry administrative organ of the public security organ of the local people's government at or above the county level where his / her troops are stationed.
When a Chinese citizen who lives abroad for a long time handles the business of replacing or reissuing a common passport, he / she (a citizen under the age of 16, accompanied by his / her guardian) shall submit an application to the Chinese embassy or consulate abroad in charge of his / her territory.
According to the type of business handled, submit the corresponding authentic and effective materials:
（1） General passport renewal
1. Original and copy of passport;
2. Original and copy of valid residence certificate or visa;
3. Complete the application form of passport / Travel Permit / certificate of return of the people's Republic of China;
4. Recent bareheaded photos in triplicate;
5. If the passport is expired, a statement of the expired passport must be submitted.
（2） Reissue of ordinary passport
1. Copies of passports (excluding those without copies);
2. The original and copy of the valid local residence certificate or visa (excluding those without residence certificate or visa);
3. Description of lost or stolen passport;
4. Alarm records (non essential materials);
5. Complete the application form of passport / Travel Permit / certificate of return of the people's Republic of China;
6. Recent bareheaded photos in triplicate.
