On November 1, 2014, the 11th meeting of the Standing Committee of the 12th National People's Congress adopted the decision on the establishment of the national constitution day. The decision on the establishment of the National Constitution Day states that on December 4, 1982, the fifth session of the Fifth National People's Congress adopted the current constitution of the people's Republic of China. The current constitution is the inheritance and development of the first constitution of new China formulated in 1954. The constitution is the fundamental law of a country and the general constitution of a country, which has the highest legal status, legal authority and legal effect. To implement the Constitution in an all-round way is the primary task and basic work of comprehensively promoting the rule of law and building a socialist country ruled by law.
