Recently, Hangzhou Municipal People's government issued the notice of Hangzhou Municipal People's Government on adjusting and improving the urban household registration transfer policy. Establish the system of linking residence permit and household registration
According to the Interim Regulations on residence permit issued by the State Council, residence permit is a certificate for the holder to live in the place of residence, enjoy basic public services and facilities as a permanent resident, and apply for registration of permanent residence. In accordance with the relevant provisions of the regulations of Zhejiang Province on the registration of the residence of floating population, the people from other places who come to Hangzhou shall apply for the residence registration and the residence permit of Zhejiang Province, and enjoy the basic public services and convenience with the residence permit. To apply for Hukou relocation, you should hold a valid "Zhejiang residence permit" applied for in Hangzhou, and meet the conditions of Hukou relocation policy of our city (unless otherwise specified).
Moderately relax the policy of transfer
Husband and wife join in. If both men and women have been married for more than 2 years, and one party has a legal and fixed residence in Hangzhou urban area, and the people are the same, the other party can voluntarily apply for joining the spouse with registered permanent residence in Hangzhou, and transfer the registered permanent residence to Hangzhou.
Old people take refuge. The elderly aged 80 and above who have their children in Hangzhou have legal and fixed residence in urban areas. They are not restricted by the conditions of "no children around other places" and "valid residence permit of Zhejiang Province" applied for in Hangzhou. They can voluntarily choose to have their children registered in Hangzhou and transfer their hukou to Hangzhou.
Further relax the policy of talent settlement
We will relax the policy of household registration transfer for highly skilled talents, that is, those under the age of 45 with professional qualification of technician or above and those under the age of 35 with professional qualification of senior workers, who have worked in the same employer in Hangzhou city for three consecutive years and have a legal fixed residence in Hangzhou City, can apply to settle in Hangzhou city.
During the period of employment in Hangzhou, the operation experts awarded by the ministries and commissions of the State Council, advanced production workers and excellent migrant workers evaluated by the competent departments of the industry at or above the provincial level, were selected as the city level and above labor model (including the objects enjoying the treatment), and the top ten young entrepreneurs, moral models and advanced individuals who come to Hangzhou for entrepreneurship and innovation, can apply to settle down in the urban area of Hangzhou.
According to reports, the notice will come into effect on October 17, 2018, and the Municipal Public Security Bureau will take the lead in organizing the implementation. The detailed operation rules shall be formulated by the Municipal Public Security Bureau, and the current household migration policy not covered by this Circular shall remain unchanged.
