On December 15, 1984, Zhong Jingwen, qigong, Wang zikun, Tao Dayong, Zhu Zhixian, Huang Ji and Zhao Qinghuan of Beijing Normal University jointly proposed the establishment of teachers' day. The report of the Party group of the Ministry of education and the sub Party group of the national education trade union on the establishment of teachers' day shall be sent to the Secretariat of the Central Committee and submitted to the State Council.

In January 1985, the Standing Committee of the National People's Congress passed the bill, which designated September 10 as teachers' day every year. On September 10, 1985, President Li Xiannian issued a letter to teachers all over the country. A grand celebration conference was held in all parts of China, and 11871 provincial excellent teachers and individuals were commended in 20 provinces and cities during the teachers' day.

Before 1997, the teachers' day in Hong Kong was scheduled to be on September 28 (Confucius' birthday) every year. After returning to China, it was changed to September 10 every year according to the mainland regulations.

In Taiwan, since 1952, the Taiwan authorities have decided that September 28 is Confucius' birthday and teachers' day, which does not change with the change of the mainland teachers' day.
