On April 27 this year, the relevant business departments and bureaus of CAAC organized some airlines, online tourism platforms (OTAs) and other enterprises, as well as the consumer affairs center of CAAC, China Air Transport Association and other units to carry out a special survey on the implementation of ticket refund and endorsement policies and passenger complaints, and sorted out the existing problems in the current civil aviation ticket service.
On the basis of widely soliciting opinions, CAAC has drawn up the notice on improving civil aviation ticketing service and put forward specific improvement measures, which will be issued soon. The specific content includes the requirements for airlines, OTA platforms and sales agents in standardizing systems and improving services. In addition, airlines and OTA platforms have also actively taken some improvement measures in standardizing ticket sales, refunding, changing and signing services.
The latest regulations on refund, change and endorsement of air tickets in 2018
Different airlines have different regulations on refunding, changing and signing tickets. Here are some examples of the regulations of China Eastern Airlines, Shenzhen Airlines, China Southern Airlines and Hainan Airlines:
1. Regulations on air ticket refund of China Eastern Airlines: the minimum refund fee shall not be less than 50 yuan.
① First class, economy class full price ticket: 5% of the fare refund fee.
② 10% off: 10% off.
③ 7.5-5.5% discount: 20% of the ticket price.
④ 5-3.5% off the fare.
⑤ 30% off: no refund.
2. Regulations on ticket refund of Hainan Airlines:

4. Ticket refund regulations of Shenzhen Airlines:
① First class, business class and economy class tickets with a discount of more than 8% (inclusive): 5% of the face price is charged.
② 7-6% off: 10% off the face price.
③ 6-4% off economy class: 30% of the face price is charged.
