Some time ago, Xiao pan from Yangzhou, Jiangsu province became a new online celebrity. Her live webcast attracted a large number of fans, even the police, and led to a major case.

Internet live macaque's popularity is suspected of breaking the law

Pan, who is in his twenties this year, has been broadcasting live monkey raising videos on the Internet since July last year, and has released multiple videos on the short video platform. In the video, the little monkey is dressed in all kinds of small clothes, sometimes jumping up and down, very naughty and cute. Many netizens left a message saying that the little monkey was too cute and wanted to raise one. Some netizens also asked how to buy a little monkey.

But what little pan didn't expect was that he won a lot of attention and envy before long, but the police found the door. Little Pan said he didn't expect that raising monkeys would alarm the police. I like very small animals at ordinary times. In addition, I saw someone on some live platforms doing this, which made me think of raising monkeys.

It turns out that the monkey raised by Xiao pan belongs to macaque and is a second-class national protected animal.

According to the provisions of article 341 of the criminal law of China, Whoever illegally hunts or kills precious or endangered wildlife under special state protection, or illegally purchases, transports or sells precious or endangered wildlife under special state protection and their products shall be sentenced to fixed-term imprisonment of not more than five years or criminal detention and shall also be fined; if the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than five years but not more than 10 years, and He shall be fined; if the circumstances are especially serious, he shall be sentenced to fixed-term imprisonment of not less than 10 years and shall also be fined or be sentenced to confiscation of property.

At the same time, Article 22 of the law of the people's Republic of China on the protection of wild animals stipulates that if it is necessary to sell, purchase or make use of the wildlife under second level state protection or its products, it must be approved by the Department of wildlife administration under the government of the province, autonomous region or municipality directly under the central government or by the unit authorized by it.

The law clearly stipulates that it is illegal to buy and sell the national protected animals without permission. Where did Xiao pan buy the macaque? Did she have the qualification to buy the macaque legally?

Xiao Pan said that she didn't acquire the qualification to purchase and raise macaques. Only in June 2017, she saw a female netizen named Xiao Doudou live broadcasting and raising macaques on the short video platform. She was deeply attracted by the little monkey in the video.

After expressing her desire to raise one, xiaodoudou, a female netizen, said she could help pan buy a monkey for 11000 yuan. So little pan remitted the money and went to Xuzhou long-distance bus station to raise the monkeys.

Although some netizens left a message to Xiao pan, telling her that it was not a common monkey, but a macaque. It was illegal to raise the macaque without permission and it should be sent to the zoo, but Xiao pan was reluctant to send the macaque away and kept it with a fluke mentality until it was caught by the police.

Tracking the source of macaque police looking for the source of illegal trafficking

Where are macaque sellers? Is Xiaopan the only buyer? Is there a special illegal trading chain for buying and selling macaque?

According to information provided by Xiao pan, the police paid close attention to the account of the monkey selling beans on the short hand video platform, and found that the actual operation of the account was a young woman named Xiao Doudou and her boyfriend.

Liu Peng, police officer of the public security police brigade of Baoying County Public Security Bureau, Yangzhou City, Jiangsu Province:

They've changed a lot of numbers and they've been broadcasting macaques live. There are many netizens left messages below, expressing their desire to buy. Moreover, she wrote clearly on her homepage, adding wechat, that is, adding her wechat. Please talk about buying macaque in detail.

Police believe that xiaodoudou, a netizen, and her boyfriend are suspected of selling macaques. After investigation, the police confirmed that the netizen Xiao Doudou surnamed Ma and her boyfriend Li lived in Shijiazhuang, Hebei Province. Immediately, the police rushed to Shijiazhuang to arrest them.

After the arrest, the suspects, Ma and Li, explained that at first they all saw a live broadcast of raising monkeys by netizens. They thought it was cute and they wanted to win attention, which inspired the idea of buying monkeys. After that, they introduced a pet QQ group and bought a monkey in Henan at a price of 8 thousand yuan, and broadcast live monkeys through the network platform such as' quick hand 'volcano. During the live broadcast, Ma and Li not only won the praise of many netizens, but also many netizens asked how to buy, which made them see the "road of wealth", and decided to become an intermediary business to earn the difference.

Two suspects sell 16 macaques in half a year

In only half a year, the suspects Ma and Li bought 16 macaques in total. In addition to two found on the scene by the police and one that had been sent to the netizens by them, the other 13 macaques were sold to 15 buyers including Xiao pan, distributed in 7 provinces including Jiangsu, Inner Mongolia, Shandong and Sichuan.

After identifying the roles of Ma and Li as' middlemen ', in February 2018, the police tracked down and arrested Bao, the criminal suspect who operated a macaque farm in Xinye, Henan Province.

From June 2017 to the crime, the suspect Bao sold 36 macaques without the approval of the relevant competent authorities. They all put macaques in cages, throw two apples, sometimes throw a glass of water or milk and leave them alone. In the process of consignment, the air temperature is not suitable, and the feeding to the owner is not good, which will cause the death of the little macaque.

35 people arrested, 16 macaques rescued, 20 dead

BAOYING police in Yangzhou, Jiangsu Province successively went to 10 provinces and cities, and arrested 35 middlemen, sellers and buyers involved in the case, and rescued 16 macaques, while the remaining 20 macaques have died in the breeding process of suspects.

The police sent 16 macaques to the wildlife rescue center in the zhuyuwan zoo in Yangzhou city. According to Xu, the 16 monkeys were only three or four months old when they were first sent here, and some of them were out of group. As a social animal, macaques are not suitable for private breeding, which will cause psychological and physical damage to them, and the parasites on macaques also have some harm to people.

At present, the suspect Bao sold macaques without authorization, and his behavior has been suspected of illegal sale of precious and endangered wild animals. The procuratorial organ of Baoying, Yangzhou, Jiangsu Province, has approved the arrest of Bao according to law; Ma and Li have been separately placed on file to investigate the responsibility; Xiao pan and other 32 buyers involved in the case have been taken compulsory measures by the public security organs.
