When it comes to frozen products like chicken feet, chicken wings and beef, it's a common delicacy in Yunnan. The frozen meat comes from domestic farms, imports and, of course, smuggling.

Audience clues lead to 'resurrection' of smuggled meat

Recently, the reporter received a clue from the audience. In the middle of March this year, a batch of smuggled frozen goods were seized in Jinping County, Honghe Prefecture. After they were buried in the landfill, they were dug out by local villagers and sold to the market, and this phenomenon has lasted for two years. The reporter launched an investigation on this.

From the video provided by the audience, we can see that hundreds of villagers gathered in a landfill in Jinhe Town, Jinping County, and dug out a box of smuggled frozen meat that had been buried in the landfill. The road was littered with broken chicken feet.

On both sides of the road near the landfill, there are motorcycles waiting for villagers, and frozen products will be transported away as soon as they are dug out. The whole excavation process lasts day and night. According to the person familiar with the matter, every time the local anti smuggling Department landfills the frozen products, the surrounding villagers will excavate. The number of participants is nearly 100, more than four or five hundred, and it has lasted for about two years.

Reporter investigates and finds landfill

On April 18, the reporter went to Jinping County for investigation. This landfill was found in Sanjia village, 10 kilometers away from the county town.

This is where the video was shot: local people call it "Sanjia village dump".

The whole dump is about the size of three basketball courts, surrounded by a pungent smell of putrefaction. Rotten chicken feet and wings can be seen everywhere in the four or five meter deep pits.

In order to find out, the reporter went down to the pit.

There is no complete smuggled frozen goods in the landfill, and the scattered cartons have been damaged. The label on the outer package shows that the products are chicken wings and frozen beef.

People familiar with the matter said that the local anti smuggling department would take the seized frozen products to the landfill every one to two weeks to destroy them. In the past two years, a chain of industries has been formed, including villagers' excavation, purchasing, transportation and sales. In the open space of County Road next to the dump, the reporter noticed a sign like this: parking charge 50 yuan.

In the stinking wilderness, such a brand with high parking fees seems very different. It's hard to doubt what kind of profitable industries have developed in this dump.

After the police evacuated

On April 29, the reporter received a clue again that the relevant departments buried and destroyed about 10 vehicles of frozen products in sanjiacun waste dump, with a market value of over one million yuan. Three days later, the reporter witnessed hundreds of villagers digging meat in the pit, which was shocking.

On April 30, the reporter came to the landfill again. At this time, several police cars were parked around the landfill, and the slogan of "fight against smuggling meat, fight against stealing and digging" was pulled up at the scene.

A cordon was set up around the landfill, and several police were on guard. There were no villagers digging meat around. The reporter continued to drive along the 106 County Road, and gradually found that there were many tricycles and motorcycles parked on the roadside of several villages around the landfill.

On May 2, the fourth day after smuggled frozen meat was buried, police evacuated the landfill. Hundreds of villagers poured into the landfill.

The covered soil was soon dug away, and the villagers in hats, masks and overalls went down to the pit three or four meters deep. They have a clear division of labor, and the excavated frozen meat is delivered to the pit bag by bag.

People familiar with the matter: 'after landfill, local people will get it out again. After getting it out, local gangsters will collect some protection fees on the way, that's all. '

Some of the frozen meat which has been buried for four days has begun to deteriorate and stink, and it is covered with maggots.

The meat with a better appearance is put into the prepared bag again and then transported away by the tricycle. The reporter observed that there were nearly 100 villagers involved. They rotated into the landfill pit, and from time to time there were cars on the roadside to supply boxed rice. The whole excavation process lasted for more than 30 hours, until all the smuggled frozen meat was transported away.

Where will these smuggled frozen meat be pulled out?

Transport vehicles are secretive

During the investigation, the reporter noted that most of the frozen meat was transported by three wheeled motorcycles, and other vehicles parked around the landfill site did not load. People familiar with the matter said that tricycles only serve as ferries. When frozen meat is pulled out of the landfill, a consignee will guide it to the truck parking area for centralized shipment. Due to the high vigilance, trucks will not stay in the nearby parking lot. Where are these trucks? The reporter took the landfill site as the center and went back and forth to the surrounding roads. Finally, the path leading to the nearby hydropower station was found.

Soon, less than a kilometer from the landfill, the reporter saw the pickup truck. There are piles of frozen meat around the truck. Some villagers are loading the truck.

There are all kinds of bags of meat stacked along the road. Where are the meat going? After confirming the license plate number of the meat truck, another group of reporters secretly followed the truck.

After the truck came out, it accelerated obviously. It left the reporter's car near Jinping County and entered a brick factory hidden in the mountain forest. Because the brick factory was closely guarded, the reporter's car couldn't be near. The next day, the reporter found the truck again on the side of the road. It has come to the town of Manku, more than 20 kilometers away from Jinping County. At this time, in front of the truck, there is a sign of "empty truck pulling goods". The truck driver is nowhere to be found.

The reporter stayed and observed for a period of time, and confirmed that there was no frozen meat on the car. It is impossible to know where the frozen meat was unloaded before. It can be speculated that this pickup truck is still only one of the medium-sized trucks. The vigilance of the participants in the chain of stealing and selling smuggled meat once again exceeded the judgment of the reporter.

Looking back on the investigation during this period, on April 29, the local authorities buried and seized the smuggled frozen meat; on April 30, when the reporter arrived at the landfill, the local temperature was 24 degrees, and there was rainfall. In the following three days, the rainfall continued, accompanied by heavy rain. In such a climate, ten trucks of hundreds of tons of frozen meat products were dug up four days after being buried in the ground, so they disappeared;

Open secrets

In order to find the frozen meat that disappeared, the reporter visited several towns in Jinping County. In the local area, almost everyone knows about the illegal digging and selling of smuggled frozen meat in Sanjia village landfill. But there is no secret about how the meat was transported out, where it was transported to, and who is manipulating it.

When asked about the landfill site of Sanjia village where the reporter visited, the villagers were able to make it clear that what was buried there was smuggled goods seized by the local anti smuggling office and other departments, mainly frozen products such as chicken feet, chicken wings and beef.

Some villagers told reporters that after these smuggled frozen meat products were seized and buried, the owner of the goods will find the nearby villagers to dig a pit for meat. Each time, the amount of frozen meat buried is less than dozens of tons, more than three or five hundred tons. It will take hundreds of people several days to dig it out. The meat dug from the landfill will be recycled by a special person on the side of the road and transported to other places for sale.

Why is it forbidden repeatedly?

Through more than one month's investigation and interview, we have noticed that the local people in Jinping County, Honghe Prefecture seem to be used to smuggling and digging frozen meat. Since this situation has existed for many years, and the local government has carried out many times of rectification, why are such incidents still prohibited repeatedly?

The reporter combed and found that the news about the villagers' illegal excavation and destruction of smuggled frozen goods had been seen in the media as early as 2016.

Due to its border with Vietnam, Jinping County has witnessed rampant smuggling activities over the years. On October 8, 2016, Jinping County intensively destroyed more than 473 tons of smuggled frozen goods, worth about 18 million yuan.
