In real life, it is often encountered that the courier is not willing to deliver goods to the door. In this regard, the new regulations stipulate that enterprises engaged in express delivery business shall deliver the express to the agreed receiving address, the addressee or the receiver designated by the addressee, and inform the addressee or the receiver of the acceptance in person. The addressee or the agent shall have the right to check and accept in person.

This means that the courier refused to deliver the goods to the door is in violation of relevant regulations. If the courier wants to put the express in the community collection point or express cabinet, they need to obtain the consent of the receiver first.

Can't send express delivery if the identity information is untrue

The real name system of express delivery has been officially implemented at the end of 2015, but in the actual operation, there are still many cases of ignoring the real name system. The Interim Regulations on express delivery further clarified the real name.

According to the new regulations, an enterprise engaged in express delivery business shall check the identity of the sender and register the identity information. If the sender refuses to provide identity information or the identity information provided is untrue, the enterprise engaged in express delivery business shall not accept or send it.

However, it is also clear that the user identity information other than name, address and contact number shall not be recorded on the express waybill.

The maximum penalty for leaking user information is 100000 yuan

Express real name system not only ensures the security of express packages, but also raises people's concerns about information leakage.

In this regard, the new regulation stipulates that no unit or individual shall illegally inspect other people's express except for the inspection of express by relevant departments in accordance with the law. No unit or individual may privately open, conceal, destroy, discard or resell other's express mails.

The enterprises engaged in express business and their employees shall not sell, disclose or illegally provide the user information known in the process of express service. In case of violation of relevant regulations, the punishment is as follows:

The postal administration department shall order rectification, confiscate the illegal income and impose a fine of not less than 10000 yuan but not more than 50000 yuan; if the circumstances are serious, it shall impose a fine of not less than 50000 yuan but not more than 100000 yuan, and may order it to suspend its business for rectification or even revoke its express business license.

How to claim for express damage?

The new regulations strengthen the express handling operation specifications, guide enterprises to take effective measures to ensure the express safety in operation, and require "no landing, no throwing" to prevent "barbaric operation".

At the same time, the enterprise and the sender are required to determine the liability of compensation according to the agreed insurance rules, and the enterprise is required to inform the insurance rules before the sender fills in the waybill, allowing the enterprise to require the sender to insure the value of valuables.

If the express delivery is damaged in the process of delivery, it is stipulated that the user can claim for compensation from the enterprise that belongs to the trademark, brand name and express waybill, or from the enterprise that actually provides the service.
