The Guangzhou Municipal People's Procuratorate's "information database on violations of laws and crimes against minors" was launched on the 30th. The system is connected with functional departments such as Guangzhou Municipal Bureau of education to establish a mandatory query mechanism for criminal records on the entry procedures of personnel in special industries or posts related to children's growth, so as to block out those with criminal records against minors.

At present, the system has completed the entry of the information of the resolved cases of sexual assault crimes in Guangzhou in recent three years. Guangzhou Huadu District People's Procuratorate and Nansha District People's Procuratorate have taken the lead in establishing an induction inquiry system with the local education bureau to conduct induction inquiry for staff in close contact with minors, so as to prevent those who have been criminally investigated or punished by Public Security Administration for sexual assault from entering schools, kindergartens, training institutions and other educational posts.

The person in charge of the Guangzhou Municipal People's Procuratorate said that the hospital plans to build a "one-stop" evidence handling area in the Guangzhou Women's and children's medical center to complete special treatment, injury examination, DNA evidence extraction, one-stop inquiry and synchronous psychological intervention for minor victims of serious violations such as sexual assault, abuse and intentional injury.

At the same time, the hospital drafted the guidelines on handling cases of sexual crimes against minors, which includes the principles of handling cases, handling requirements, key points of evidence collection, victim protection and other aspects, and earnestly implement the principle of maximizing children's interests in the process of evidence collection and case handling. At present, the guidelines are in the stage of soliciting opinions.

According to the statistics of Guangzhou Municipal People's Procuratorate, in 2018, sexual abuse cases against minors handled by Guangzhou procuratorial organs accounted for 45.6% of all cases against minors, of which sexual abuse cases against minors in the field of education accounted for nearly 10%. The perpetrators involved teachers, security guards and other teaching staff in kindergartens, primary and secondary schools and teaching staff in out of school education counseling institutions.
