IEEE email exposed controversial! What is Huawei's restricted manuscript review qualification

IEEE email exposed controversial! What is Huawei's restricted manuscript review qualification? According to the news on May 29, IEEE (Global Institute of electrical and Electronics Engineers) sent an email to its editor. The email mentioned that Huawei was prohibited from participating in academic activities as editor and reviewer until it was removed by BIS. This move aroused widespread discussion in the domestic academic community.

According to domestic media reports, IEEE (Institute of electrical and Electronic Engineers), the world's largest industrial academic organization, issued an internal email saying that Huawei was the reviewer.

Founded in 1963, IEEE was merged by the American Society of electrical engineers and the society of radio engineers. Headquartered in New York, IEEE is the largest association of technical professionals in the world, with more than 423000 members in more than 160 countries around the world.

IEEE has produced more than 30% of the world literature in the fields of electrical and electronic engineering and computer science, published more than 100 peer-reviewed journals, and sponsored more than 1800 conferences and events.

According to the contents of the exposed e-mail, IEEE said that because Huawei was blacklisted by the U.S. Department of Commerce, it could not use Huawei employees as reviewers or editors in the peer review process of journals.

In this regard, many domestic scholars expressed shock. Liu Zhiyuan, assistant researcher of the Department of computer science and technology of Tsinghua University, believes that if this confrontation continues, there will be double backup international academic organizations, academic journals, academic conferences, technical standards and so on in the world.

Chen Yiran, a professor in the Department of electronic and computer engineering at Duke University, also holds a similar view, saying that it seems time for Europe and Asia to play their own IEEE / ACM.

However, there is no foreign media report on the matter, and IEEE officials have not issued any statement on the matter, so the authenticity of the report needs to be verified.
