5g is revolutionary in realizing the expansion from the mobile Internet to the Internet of things. 3GPP defines three 5g application scenarios as embB, mmtc and urrllc. Among them, embB corresponds to enhanced mobile broadband such as 3D / UHD video, which is also a familiar mobile Internet scene; Both mmtc and urrllc belong to the Internet of things scenario. As one of the important cities with the first 5g layout conducted by the three major operators at the same time, Shanghai's 5g layout is ahead of the country.

Ying Yong, mayor of Shanghai, said that Shanghai has actively explored the application of 5g in many fields such as manufacturing, transportation, education and medical treatment. At present, nearly 500 5g base stations have been built. The first 5g mobile phone dialogue has been dialed in Shanghai, and Shanghai has become the first 5g pilot commercial City in China.

According to Shanghai's plan, by 2020, Shanghai's goal is to build 30000 5g base stations and realize the deep coverage of 5g network in the whole city.

On the day of World Telecom day on May 17, Shanghai Telecom announced that it would work with all parties to jointly build an open industrial ecology, accelerate the construction of 5g network on the basis of Shanghai's "10 Gigabit to building and Gigabit to home" optical network coverage, and basically form a 5g mobile gigabit network covering central urban areas and major towns by 2020, So as to build Shanghai into a 'double Gigabit city' with 5g + broadband.

5g was first written into the government work report of the two sessions in 2017.
